You may remember that in our last meeting we agreed to prepare a set of
conditions for the new publication contract. In the meantime I received the
following proposal from the TC5 chairman, which I submit to your
consideration for comments.
The idea is to have a common proposal from every TC for the new publication
contract.
Please let me know until June 20th your comments on this proposal and
additional points to be included from our side. I will then prepare a final
position paper from TC6 or simply support the TC5 one.

Some comments:
- Electronic publication should be mandatory: papers should be available
on-line (not necessarily for free of course).
- 75 Euros as target book price is still high for bulk orders. Springer
LNCS is about half that price if my recollection is correct. The price in a
bookshop could be 75 Euros though.
- I don't see the point of fixing the surplus to 50%. This is not our business.
- Do we have to request a surplus sharing between IFIP and TC6? I don't
think so. This is external to the problem of finding a good publisher for
our proceedings.
- I agree with Arun: authors should be allowed to put copies of their
published papers on their personal web page (even Kluwer accepted that
finally).
- It is nice to request that our books be registered in ISI, but there are
other places as well, e.g. the DBLP database, the NEC research index, which
are even more visible these days.
- The abstracts AND CITATIONS of every electronic paper should be
accessible for free, so that automatic citation index tools can fetch them.
- Publication delays should be short (less than 10 weeks, including shipping).
- Free copies of the books (e.g. 50) to the organizers would be
appreciated. (Springer does it.)
- And last but not least, we should not be bound to the official publisher.
Some freedom should remain in the hands of the TCs (or WGs).

Congress Organizers to assist the participation of representatives from
Developing Countries in the 17th IFIP Congress in Montreal.
In reviewing the applications, the Organizers will give priority to

I left Montreal heading toward Quebec city, when I decided to stop at a
comfort station. The first stall was occupied, so I went into the second
one. I was no sooner seated than I heard a voice from the next stall: "Hi,
how are you doing?"
Well, I am not the type to chat with strangers in highway comfort stations,
and I really don't know quite what possessed me, but anyway, I answered, a
little embarrassed: "Not bad."
And the stranger said: "And, what are you up to?" Talk about your dumb
questions! I was really beginning to think this was too weird! So I said:
"Well, just like you I'm driving east."
Then, I heard the stranger, all upset, say, "Look, I'll call you back,
there's a crazy guy in the next stall answering all the questions I am
asking you."

Dear Augusto and others:
One thing that is needed is to allow authors to put copies of their papers
on their personal Web sites. This is now allowed by Kluwer (as well as
several other publishers including the ACM and IEEE). Given the fact that
we already have this feature with Kluwer and that this is allowed by
several other publishers as well, any agreement which does not allow this
feature isn't acceptable in my opinion.

We hope you had enough beer, boxer shorts and batteries for the weekend as
"King Football" entered the world stage on Friday and the Football World
Cup, as the most watched sports event, will keep football fans "glued" to
the TV screen throughout June. In 1998, 33.4 billion viewers watched the
World Cup in France [with 1 billion viewers for the final alone] and 41
billion viewers are expected to see the matches in South Korea and Japan.
Why this amazing interest in sport?
Carl von Clausewitz once said that War is a continuation of politics by
other means and this phrase continues to dominate political and strategic
parlance. Can Sport then be regarded as a "war with acceptable [peaceful]
means"? There is passion, struggle, and victories .. but there is
camaraderie and respect for opponents. Sport reflects practically all
aspects of human activity and achievement - work, leisure, BIG money...
[The fact that FIFA got the fantastic sum of US $ 828 million for this
year's World Cup TV rights speaks for itself!]
How does IFIP relate to Sport?
In 1991, several IFIP officials met in Barcelona for dinner with members of
the Organizing Committee of the '92 Olympics, we held our General Assembly
'95 at the Olympics stadium in Calgary, Council '98 was hosted to a
sightseeing tour and Dinner at Old Trafford, the Manchester United
home-base.... and the Slovak IFIP GA representative is a world champion in
team correspondence chess. We have some 80 WGs in 12 major areas of IT
research, development and applications but it appears "Sport" is not
identified as a special area of IFIP's interest.
Is it time for IFIP to find a niche in the sport domain? - We hope you
could help us find the answer by responding to the following:
