MobiHoc 2003 is the fourth of a series of annual meetings sponsored by
ACM SIGMOBILE, focusing on the latest research in the rapidly growing
area of mobile ad hoc networking and computing. The first MobiHoc was
held in 2000 in Boston, Massachusetts, as a workshop affiliated with
the MobiCom conference also sponsored by SIGMOBILE. Since then, MobiHoc
has become a separate symposium, held in 2001 at Long Beach,
California, in 2002 at Lausanne, Switzerland, and now in 2003 at
Annapolis, Maryland.
Papers:
Technical papers describing original, previously unpublished research,
not currently under review by another conference or journal, are
solicited. In general this symposium is interested in papers that
address networking or computing problems in the context of mobile and
wireless ad hoc networks, ad hoc computing systems, and sensor
networks, with the focus being on issues above the physical layer.
Specific topics of interest include the following:
* Routing protocols (unicast, multicast, geocast, content-based etc.)
* Media access techniques
* Transport-layer issues
* Hardware and software platforms, systems, and test beds
* Applications for ad hoc networks
* Power-aware, low-power, and energy-efficient designs
* Quality-of-service issues
* Security and fault tolerance issues
* Self-configuration in ad hoc networks
* Processing and fusion of data in sensor networks
* Location discovery and management
* Timing synchronization
* Distributed algorithms for ad hoc networks
* Biologically inspired mechanisms
* Ad hoc networks of autonomous intelligent systems
* Analytic methods and modeling for performance evaluation
* Cross-layer interactions, including between higher and physical layers
* Other ad hoc networking and computing topics above the physical layer

symposium.
SUBMISSION INSTRUCTIONS:
All submissions will be handled electronically and must be in PDF or
PostScript format. Papers must not exceed 15 pages (US "Letter" size,
8.5 x 11 inches) including text, figures and references. The font size
must be at least 10 points. Accepted papers will be published in the
symposium proceedings.
We will adopt a double-blind process for paper review, where the
identities of the authors are withheld from the reviewers. Authors'
names and their affiliations must not be revealed or mentioned anywhere
in the paper or in the postscript or PDF file. Submitted papers should
be unpublished and not currently under review for any other conference
or journal. Papers not following these guidelines will be summarily
rejected.

TUTORIALS
Proposals for tutorials are solicited. Evaluation of proposals will be
based on the expertise and experience of the instructors, and on the
relevance of the subject matter for the symposium. Potential
instructors are requested to submit a tutorial proposal of at most 5
pages, including a biographical sketch, to the Tutorial Co-Chairs,
Edward Knightly <knightly(a)ece.rice.edu> and Magda El
Zarki<elzarki(a)uci.edu>, by the paper submission deadline below.

SCOPE
Wireless Sensor Networks (WSNs) are fast emerging as a new sensing
paradigm based on the collaborative effort of large number of sensors
deployed close to or inside the phenomenon to be observed, and have the
potential of providing diverse services to numerous applications. The
realization of WSNs require intensive technical research efforts
especially in power aware scalable wireless ad hoc communications
protocols due to their unusual application requirements and unique
constraints such as
- WSNs are generally composed of large number of nodes that have limited
computational and storage capacity.
- In many applications, sensor nodes are expected to be randomly scattered
in unreachable regions.
- The lifetime of a sensor network is generally limited to the battery
lifetime of sensor nodes.
SNPA 2003 is intended to provide a forum for researchers to present their
contributions as technical papers related to communication protocols for
WSNs, data management, access, aggregation and fusion techniques, and
sensor network applications. The papers solicited in SNPA 2003 cover a
variety of topics including but not limited to:
- Communication protocols for Wireless Sensor Networks at all layers
- Novel sensor network applications and services
- Self organizing and scalable sensor network architectures
- Software platforms and tools for sensor network application development
- Energy efficient medium access control, error control, and traffic
management protocols
- Energy efficient system services such as localization and time
synchronization
- Robust distributed algorithms for collaborative processing
- Mechanisms, protocols and algorithms for authenticated, secure
communication
- Application specific network and system services, including data-centric
routing, attribute based addressing and location management
- Data querying and dissemination
- Data compression, association, aggregation and fusion
SUBMISSION INSTRUCTIONS
The papers should confirm with ICC 2003 paper format and can be up to
11 pages long. Authors should submit a PDF version of their paper to
snpa03(a)cs.itu.edu.tr according to the following timetable

1. Congress and GA 2002: We are in the last phase of Congress and GA
preparations. Some days ago we asked George Boynton, the OC Chair, for some
"catchy" message and he wrote - one of our Keynotes, astronaut Julie
Payette, might raise eyebrows (her talk is entitled "Working in Space: A
Challenge, a Privilege, an opportunity"). Another element that is getting a
lot of attention these days is the Special Security stream [It] offers
two 1-day Workshops, one entitled "An Architecture for Information Security
Management", and the other, "e-Government and security". There is a third
Workshop, lasting 2 days, entitled "CSES2002-Certification and Security in
e-services". Finally, I think that the city itself is a selling point: a
city with a European flavour, at a fraction of the price. .... Newly
restored harbour-front , newly restored Lachine canal, etc.
The IFIP General Assembly and related meetings will convene immediately
after Congress from 30 August to 3 September. GA delegates will work hard
but will be rewarded with several receptions, among them, one hosted by the
Embassy of France in Canada to kick-off the active WCC 2004 promotion
campaign.
2. Namur Award: The IFIP-WG9.2 Namur Award is a biennial award for
outstanding contributions with international impact to the awareness of
social implications of information technology. The Award ceremony is
usually held in Namur (Belgium) but this years Award will be presented
during the IFIP Congress in Montreal. Mrs. Deborah HURLEY, Director of the
Harvard Information Infrastructure Project, is the recipient.
3. Obituary: We sadly announce the passing of Professor Mario Lucertini who
was TC 7 Chair from 1985 to 1988. An Obituary, prepared by the immediate
past and the current TC 7 Chairs, is posted at

4. Anniversaries in July:
a. Dorothy had a Birthday and Jacques Berleur [TC 9 Chair, Belgium]
followed the Delivery Co.s example by picking flowers from his
garden. Another IFIPer, Walter Grafendorfer [Acting President, Austria],
showed up unexpectedly in Laxenburg with a gorgeous bouquet. His singing,
however, was so loud that he scared the Congress 2004 OC Chair, Jean-Claude
Laprie [FR] who happened to be on the other side of the phone line at that
time.
b. Many thanks for your response and congratulations on the occasion of
PNs 20th Anniversary with IFIP [ref.
http://www.ifip.or.at/mail/msg00165.html ] Many friends, GA reps, TC&WG
Chairs and members dropped a line. One came from an unexpected source - an
IFIP TC 4 Chair, whom we have not had the privilege to meet before. The
Internet, however, made this possible for which we are particularly
grateful. Here is the note:

c. The Rolling Stones celebrated their 40th Anniversary and so did Bond,
James Bond, shaken but not stirred in cinematography.
d. Finally, the Vienna Zoo, the Worlds oldest zoo, established in the
gardens of Schonbrunn in 1752, marked its 250th birthday on 31 July by
opening a high-tech rain forest complex.
5. What to look forward to:
a. C. Gotlieb [CA] in 94, L. Iliev [BG] in 96, H. Zemanek [AT] in 98 and
A. Rolstadas [NO] in 2000 were recipients of the Isaac L. Auerbach
Award. Who will be the 5th recipient of the most prestigious IFIP Award?
b. The Delivery Co. will unveil its newest project [acronym PEEP] in a
week or so. Some fine tuning is needed but we promise to quench your
curiosity soon ;-)
c. Finally, we were in contact with the 12 IFIP TC chairs with an idea to
continue our series of interviews. They liked it and the project is on
after GA. In late September/early October we will have all the Chairs on
the IFIP catwalk for you to scrutinize and enjoy.

Preliminary Call for Papers - International Workshop on
COMPUTATIONAL METHODS IN SYSTEMS BIOLOGY

Molecular biology has until now mainly focussed on individual molecules,
on their properties as isolated entities or as complexes in very simple
model systems. However, biological molecules in living systems
participate in very complex networks, including regulatory networks for
gene expression, intracellular metabolic networks and both intra- and
intercellular communication networks. Such networks are involved in the
maintenance (homeostasis) as well as the differentiation of cellular
systems of which we have a very incomplete understanding.
Nevertheless, the progress of molecular biology has made possible the
detailed description of the components that constitute living systems,
notably genes and proteins. Large scale genome sequencing means that we
can (at least in principle) delimneate all macromolecular components of
a given cellular system, and microarray experiments as well as large
scale proteomics will soon give us large amounts of experimental data on
gene regulation, molecular interactions and cellular networks. The
challenge of the 21st century will be to understand how these individual
components integrate to complex systems and the function and evolution
of these systems, thus scaling up from molecular biology to systems
biology. By combining experimental data with advanced formal theories
from computer science, "the formal language for biological systems" to
specify dynamic models of interacting molecular entities would be
essential for
1. understanding normal behaviour of cellular processes, and how changes
may affect the processes and cause disease. It may be possible to
correlate genetic properties and symptoms in new and more efficient
ways, based on an actual understanding of how various processes interact.
2. Providing predictability and flexibility to academic, pharmaceutical,
biotechnology and medical researchers studying gene or protein
functions. In particular, it may save time by reducing the number of
experiments needed, if inadequate hypotheses could be excluded by
computer simulation.
