Some comments:
- Electronic publication should be mandatory: papers should be available on-line (not necessarily for free of course).
- 75 Euros as target book price is still high for bulk orders. Springer LNCS is about half that price if my recollection is correct. The price in a bookshop could be 75 Euros though.
- I don't see the point of fixing the surplus to 50%. This is not our business.
- Do we have to request a surplus sharing between IFIP and TC6? I don't think so. This is external to the problem of finding a good publisher for our proceedings.
- I agree with Arun: authors should be allowed to put copies of their published papers on their personal web page (even Kluwer accepted that finally).
- It is nice to request that our books be registered in ISI, but there are other places as well, e.g. the DBLP database, the NEC research index, which are even more visible these days.
- The abstracts AND CITATIONS of every electronic paper should be accessible for free, so that automatic citation index tools can fetch them.
- Publication delays should be short (less than 10 weeks, including shipping).
- Free copies of the books (e.g. 50) to the organizers would be appreciated. (Springer does it.)
- And last but not least, we should not be bound to the official publisher. Some freedom should remain in the hands of the TCs (or WGs).

You may remember that in our last meeting we agreed to prepare a set of conditions for the new publication contract. In the meantime I received the following proposal from the TC5 chairman, which I submit to your consideration for comments.
The idea is to have a common proposal from every TC for the new publication contract.
Please let me know until June 20th your comments on this proposal and additional points to be included from our side. I will then prepare a final position paper from TC6 or simply support the TC5 one.
