I have forwarded your request to Klaus brunnstein (IFIP president
and chairman of the congress selection committee)
and to Eduard Dundler (IFIP secretariat); both of them get a copy of
tis message, too.
Eduard told me on the phone that exactly today the official procedure
concerning bids for WCC 2010 will be started by informing the
National Societies. Thus an official reply and a formal bid for WCC 2010
would have to come from the National GA Representative of India.
With respect to Networking 2010 the committee TC6 will discuss your
request at the occasion of the next meeting in May 2007. As you know,
Networking
2008 will be held in Asia already (Singapore), Networking 2009 is still
open (maybe in London). There might be some discussion whether we should
return
to Asia just two years after 2008. But, personally I think that this would
be a possible option.
Another discussion point is that traditionally Networking XXXX is held in May
whereas WCC YYYY must be held in end of August or in early September together
with a IFIP GA Meeting. We would have to discuss with TC6 whether we go
away from our
traditional date and whether we want to combine Networking with WCC;
here I see some
potential for conflicting views.
A last point is the weather situation in India during August/September;
as you told me
in Paris, there is still some heavy monsoon rain in some parts of the country
during that time of the year; this would make the organisation of a large
congress less convenient. On the other hand, you said that
in some other parts of India the weather would be quite good at that
time of the year. You didn't indicate a town where WCC 2010 should be held.
So you see that this and other points deserve thorough discussion.

The first and second DCOSS conferences, held at Marina Del Rey and San
Francisco respectively, featured high quality research papers and

'07 is intended to cover several aspects of distributed computing in
sensor systems such as high level abstractions, computational models,
systematic design methodologies, algorithms, analysis and applications.
The conference will be co-located with several closely related workshops,
and will provide a forum for researchers and practitioners to present
their contributions related to the above high-level aspects of distributed

Distributed sensor systems have become a highly active research area due
to their potential for providing diverse new capabilities. Such systems
allow intelligent dense monitoring of physical environments, which makes
them immensely useful for data collection and analysis. While much
ongoing research has addressed networking, communication and low-level
self-configuration issues in such systems, there are also significant
challenges pertaining to systematic design, algorithm development and
analysis, and abstract modeling in order to achieve efficient and robust
realizations of large-scale distributed sensor systems. The large number
of sensor devices involved, severe power, computational and memory
limitations, resource heterogeneity, dense deployment and frequent
failures pose novel challenges to design, algorithms, analysis and
implementation.
The focus of the conference is on distributed computing issues in
large-scale networked sensor systems (including algorithms, applications,
and systematic design techniques and tools), but networking-related
contributions that support high level abstractions are also welcome.
Authors are invited to submit original unpublished manuscripts that
demonstrate current research on computational aspects of distributed
sensor systems. Topics of interest include but are not limited to:
- Computation and programming models
- Energy models, minimization, awareness
- Distributed algorithms for collaborative information processing
- Theoretical performance analysis: complexity, correctness,
scalability, fault-tolerance
- Abstractions for modular design

Submitted manuscripts may not exceed 12 single-spaced pages using 12-point
size font on 8.5x11 inch pages, including figures and tables. References
may be included in addition to the 12 pages. Submissions will be judged on
correctness, originality, technical strength, significance, quality of
presentation, and interest and relevance to the conference attendees.
Submitted papers may not have appeared in or be under consideration for
another conference or a journal. Submission procedures will be available
via Web access at http://www.dcoss.org/
All manuscripts will be reviewed. Manuscripts must be received by
February 5, 2007, by 5 p.m. U.S. Pacific Coast Time. Notification of

The 2nd CoNEXT conference (co-sponsored by ACM SIGCOMM), will take place
in Lisbon, Portugal, December 4-7, 2006. CoNEXT 2006 will be a major
forum in the area of future networking technologies. CoNEXT emphasizes
synergies between various international and technical communities.
CoNext will start with a student workshop and a Internet of the future
workshop. The conference will be 2.5 days, one track, with 20 technical

at the occasion of our recent meeting in Paris we have renewed the
chairmanships
of WG 6.2, 6.8, and 6.10.
To my opinion in all cases with very convincing candidates
(even if the procedure was not completely according to the
IFIP statutes and bbylaws, e.g. concerning the designation of vice-
chairpersons;
see below).
Checking the dates since when other chairpersons of WG 6.x working groups
have been "in power" I found that by mid of 2007 (or even earlier)
three other chairpersons will have reached the end of their 2x3 = 6
years period.
This concerns the following WG's and chairpersons:
WG 6.4: Arun Iyengar
WG 6.6: Raouf Boutaba
WG 6.7: Dominique Gaiti.
In contrast to our previous habits, the WG chairman is *not* to be
elected by the
WG members but has to be recommended by the TC.
This is also valid for the WG members (see below)!
Excerpt from the Statutes and Bylaws of IFIP (section 4.3.7):

The members of a Working Group are appointed by the Chairman of the
corresponding Technical Committee, with the approval of that Committee.
Membership is not restricted to those who belong to an IFIP Member
Society. The Chairman of the Working Group is appointed by the TC
Chairman upon the recommendation of the Technical Committee. The
Chairman may designate a Vice-Chairman and a Secretary with the approval
of the Working Group.
The term of office of Working Group Chairmen and Vice-Chairmen shall be
three years and may be renewed once only. The term of office for
Secretaries is three years which may be renewed without any limitation.
The appointment of Working Group Chairmen may be terminated by the TC
Chairman upon recommendation of the Technical Committee.

nominate candidates (even outside of the actual WG members but such candidates
would then be automatically accepted as WG members if they receive the
recommendation of the committee) for the WG's well before our next

I (or the newly elected chairman of TC6) would then invite the candidates
to attend meeting 2007/1 personally or to submit a written concept of
their ideas
(if they cannot attend the meeting for whatsoever reason).
The Technical Committee would then come to a conclusion at the meeting itself
or postpone the decision by an electronic voting (if the decision cannot
bereached at the meeting itself).
The newly designed chairpersons should take over by July 1, 2007.
