Dear all,
please let me first thank you so much for the enormous
degree of confidence which you have expressed for me AND FOR RAMON.
Indeed, the total number of votes which have been received
(much higher than in other elections) is a clear sign
that TC6 is very alive and that delegates and WG chairpersons
care about the committees.
Some words concerning my candidature should be in order:
as I was TC6 chairman from 1992 until 1997 I didn't consider
a new period as chairman at all. However, in July and
in August 2003 the list of potential candidates was empty
therefore I was then contacted by quite a substantial number
of delegates who asked me, and sometimes urged, me to do the job again.
And even when another candidate emerged (in September 2003) I was again
contacted by several delegates asking me to uphold my candidature.
At the end of the day I couldn't resist them ... and now
we have to live the outcome.
During the last weeks (and not knowing anything about the
result of the voting) Ramon and myself tried to arrive at
a suitable strategy how to best serve TC6. We agreed that
we will form a team (which will work very well since we are
very good friends). We agreed that the best solution would be
to have two co-chairs (such as e.g. in WG 6.8) but I'm not sure
- and rather sceptical - whether this would be in line
with the rules of IFIP. If such a solution is not possible
then Ramon will act as vice-chairman. We are absolutely sure
that this will be a win-win situation for TC6.
Finally, my sincerest thanks go to Augusto who paved the way
for a very strong position of TC6 both within IFIP and outside.
Both Ramon and myself will rely on his experience in order to
further substantiate the position of TC6 in the IFIP Council
and the General Assembly.
Thus, let's look optimistically into the future. And let's follow
the motto of Sepp Herberger, the coach of the German soccer team
which won the world championship in 1954). He said: "After the match is
before the match".

The NSF recently issued a new solicitation 04-540 on Research in
Networking Technology and Systems. One of the focus areas in this
solicitation is the Networking of Sensor Systems. This focus area is
concerned with the design and development of protocols, operating
systems, and network architectures and with building systems that
facilitate constructing networks of sensor systems. The overall goal
is to make it as easy to assemble a network of sensor systems in the
next few years as it became in the 1980s to assemble a LAN of
workstations using the BSD Unix protocol stack and socket interface
and Ethernet line cards.
This is a call for participation in a one-day informational meeting
that will help potential proposers to get background information on
the focus area and on the state of sensor systems research. The
meeting has limited seating so please RSVP early.

Goals of the Informational Meeting
----------------------------------
The purpose of the informational meeting is to share with the
community the goals and scope of the focus area. By including
presentations from researchers, vendors, and applications experts,
this meeting will enable attendees to get a sense of the state of the
art in sensor networks, and the key challenges facing the focus area
and sub-areas thereof. It will help the community better target
proposals; PIs will be able to conserve efforts by understanding which
proposals would be completely out of scope. Finally, it will start to
build a community for the focus area, perhaps encouraging early
collaboration and potentially strengthening the pool of submissions.
Format
------
The meeting will start with the cognizant NSF program officer(s)
presenting an overview of the focus area, and providing some context
for the focus area within the broader networking program at NSF. This
presentation will include the technical and logistical details of the
focus area, and will be followed by an open question and answer
session from the attendees.
This break will then be followed by five panels of approximately one
hour each. Each panel will consist of speakers drawn from the
community who will cover different aspects of sensor network systems.
Each panel will have three panelists who will summarize lessons
learned from the first generation of sensor systems, and discuss the
challenges in each of the sub-areas.

I appreciate your effort to document the job descriptions for Technical
Committee Chair, as well as WG Chair. I have one minor comment on Item #3
in the TC Chair description:
"To appoint Chairs of Working Groups on the recommendation of the TC and
other members of Working Groups with the approval of the TC and Working
Groups."
What I'm saying is that the Chair ought to be appointed by the TC Chair,
not only with the approval of the TC, but also, in my opinion, with the
approval of the Working Group.
In the description of the WG Chair, I like to suggest one additional item:
To foster collaboration with other TC's and Working Groups and organize,
where appropriate, events of mutual interest and support.

At the last Technical Assembly I was asked to create a generic
job description for TC Chairs and WG Chairs for report back
to the Council meeting in Cape Town.
In doing this I have been aware of the large differences that can
exist between the most active TCs and WGs and those that are
less well established or are newly created. To reflect this I have
aimed at producing job descriptions that include all
the relevant information in the current Bylaws and could
reasonably be held to apply to all TCs and WGs, whilst allowing
individual TCs to specify additional responsibilities if they wish.
