If our conferences are of good quality, there is no such risk.
If they are *not* of good quality, they will disappear anyway. There is no
room for losers these days. This is the Darwinistic approach. And it is
time to realize that.
Either we are where the best are, or we will be invisible soon.
So we have to go ahead, ... or retire.
That's also why it is crucial that IFIP publications be available on line.
On the free NEC research index (http://citeseer.nj.nec.com/cs), the
conferences (and also authors, papers, ...) are already ranked by numbers
of citations. This is even more dangerous for some of our conferences. And
IFIP cannot escape from that trend.

In the spirit of the commemoration of the successful CDMA cellular and PCS system deployment in 1996, CIC (CDMA International Conference) has been organized with the objective of bringing together researchers, developers, and practitioners from academia and industry working in all areas of mobile communications. CIC serves as a forum for the dissemination of the state-of-the-art research, development, and implementations of broadband multimedia mobile communication systems, technologies, and applications. This conference will also present the latest development in the 4th generation broadband communication systems. Seamless services and applications via different access systems will be the driving forces for the future development. The 6th CIC will provide three-day presentations of invited and regular papers from manufacturers, academia, and service providers, and one-day tutorials by distinguished lecturers. Dear all,
As a follow up to our discussion about Kluwer and its lack of willingness
to support electronic publications, here are some data.
We should definitely aim at making IFIP publications available on line.
Look at http://www.neci.nec.com/~lawrence/papers/online-nature01/
to see that articles freely available online are more highly cited.
To realize that IFIP publications are not well-cited overall, refer to
http://citeseer.nj.nec.com/impact.html
(PSTV's impact factor = 0.34, IWAN = 0.28, check your favourite, note that
SIGCOMM = 2.34 for example, and this is a logarithmic scale!)
Note also that Springer's LNCS is not bad at all (impact factor = 0.74).

Dear Augusto,
Regarding the risk loan approach for FORTE'2002. The paragraph does not say
exactly what we agreed on.
What was agreed is the following:
- if the fixed costs are <= 5,000 Euros, then 100% cover
- if the fixed costs are > 5,000 and <= 10,000 Euros, then cover = 5,000 Euros
- if the fixed costs are above 10,000 Euros, then 50% cover
The third item is not present in the minutes.

Excerpt from the minutes:
"TC6 agreed to experiment the risk loan approach with one conference. This
conference is FORTE/PSTV'2002 in the USA. As organisers requested full
cover of the risks, TC6 agreed that this can be done until the maximum
amount of 5,000 Euro. G.Leduc will communicate this to the conference
organisers. The profit taken by IFIP will be equal to the percentage of the
loan relative to the fixed expenses of the conference. If the full risk is
taken, all the profit of the conference, if any, will return to IFIP. The
organisers have to present a detailed budget, which will be analysed by
P.Nedkov (IFIP executive director), D.Khakhar (IFIP treasurer) and G.Leduc
(TC6/WG6.1 chair). These three people have to agree on the budget before
the loan is given. The organisers should be told that IFIP reserves the
right of auditing the conference accounting if judged necessary."

Conference Outline
The IEEE ICWLHN 2001 is the first conference to integrate technical
presentations with live demos, allowing participants to see technologies
in action. It is this uniqueness that separates ICWLHN from the rest of
other conferences rather than compares ICWLHN to them. The conference
will focus on practical application of current technologies with an eye
towards the immediate future as well as innovative research. The purpose

Authors of best papers will invited to submit full-length papers for
possible publication in a special issue of the IEEE Personal
Communications, a premier magazine of the IEEE Communications Society.
The issue is scheduled to appear in June 2002.
Submission Instructions
Authors should submit an electronic version of a 2000-word abstract to
bennybing(a)icwlhn.org. Preferred file formats include Microsoft Word and
Acrobat PDF. The submission should include the name, affiliation,
mailing address, email address, telephone and fax numbers of the
corresponding author. The submission should be compressed if the file
size is larger than 1 Mbyte. In view of an anticipated large number of
submissions, it is important that authors keep to the 2000-word limit
and discuss key points of their abstracts as concisely as possible.
