If someone in the reject file attempts to subscribe, their message is bounced to the maintainer, not simply trashed.
We copied the appropriate `reject' recipe from rc.request to rc.submit so that the reject file is also applied to ordinary list postings. In order to approve the post, the listmeister needs to remove the offending address from the reject file, bounce the mail back to the list, and then put their address back into the reject file. A little kludgy, but less of a pain than moderating the whole list.
