While this will work, it's not entirely accurate.
The moderator's address part is never needed. If $moderator_PASSWORD isn't set the contents of the approved header don't matter. If it is set, something in the header must match the $moderator_PASSWORD regular expression.
Bassically the entire moderation process is handled by the following procmail recipe in rc.submit:
:0 * !$^Approved:.*$moderator_PASSWORD | formail -R"From X-Envelope-From:" -uDate: -iReturn-Receipt-To: \ -iRead-Receipt-To: -iAcknowledge-To: | \ $SENDMAIL $sendmailOPT `cat moderators`
Because of the ".*", it doesn't matter what comes before or after the password.
