My guess is that it's going to be very hard to find an ISP that will provide you with those tools, but you might be able to get a dialup account with a static IP address and 24x7 connectivity. Then you can get your own domain, run a Unix machine at home, and install SmartList exactly the way you want it. This is what I do at home.
The ISP cost is $100/mo, but I get a 6-IP subnet; if I bought a single IP it would be more like $80/mo.
