Dear Colleagues,
as you know I am going to finish my term at the end of December and since January 1st the new TC1 Chair will be Professor Takayasu Ito (who reads in cc). The current view of our TC concerning WCC 2004 is the following
1. TC1 is interested in having the conference TCS 2004 held in the framework of WCC 2004. We think that the names of organizers and the support of French academic and scientific institutions is very promising and that WCC 2004 will be a success. There are still a few issues of concern regarding the organization of TCS within WCC. Such issues were partly discussed in Montreal but they will have to find concrete solutions in the context of the organization of WCC 2004. I name some of them: - choice of a publisher that guarantees low cost and large distribution of Proceedings in the scientific community (if possible we would like to print the Proceedings of TCS 2004 with Springer); - invited speakers and keynote speakers; - visibility of TCS within WCC, - registration fees (in particular low student fees and possibility to have a (slightly) reduced fee for people attending only TC1). We are sure that for all these issues we will find suitable agreements with WCC organizers and IPC.
2. The TCS conferences are usually organized in two tracks (Track A: Algorithm, complexity, computation models etc.; Track B: Logics, semantics, verification etc.), therefore we will have one General Chair (hopefully from France) and two Program Chairs.
3. TC1 created a Steering Committee to supervise the organization of the TCS series of conferences. The Steering Committee will chose General Chair and Program Chairs for TCS 2004. The person that will be appointed as TCS 2004 General Chair will represent TC1 in the IPC of WCC 2004 We aim at deciding the name of the General Chair in the next few weeks.

The first World Computer Conference in 1959 led to the establishment of IFIP, a nonprofit umbrella organization for IT. National member societies from 50 countries nowadays contribute to the work of this global
federation.
Reflecting the wide influence of IT on the modern society, the programme of the 18th WCC will focus on technical, economic, legal, social and cultural aspects related to the theme
"On the Way towards a Global Information Society."
In organizing WCC 2004, IFIP draws from the vast potential of its 12 technical committees with a total of 80 working groups, many of which have had deep impact on the development of IT and its utilization. A special characteristic of WCC 2004 will be "l'esprit de Toulouse," the spirit of a city that is proud of its history and culture, and of its wide diversity
of
industrial and research activities in computing and communication.
The programme will consist of several colocated events (conferences, working conferences, workshops, etc.), tied together by plenary keynotes and topical sessions of invited speakers. The provisional plan includes the following variety of topics for the colocated events and topical sessions (ranging from more or less confirmed events to ones for which preliminary interest was expressed at the GA meeting in Montreal):

Preparations for the conference will continue under the direction of
Jean-Claude Laprie (laprie@wcc2004.org), Congress Chair Reino Kurki-Suonio (rks@cs.tut.fi), Programme Chair Michel Diaz (diaz@laas.fr), Vice Programme Chair Alain Costes, Support Committee Chair Marie Dervillers, Local Organization Chair
The final structure of WCC 2004 will be decided by the International Programme Committee, which will be augmented with members who represent the TC's involved, as well as international industry and research. Individual Programme Committees will be formed for the individual
colocated
events. The principal publisher will be Kluwer Academic Publishers.
