I agree that the conference organizer should do this; do we want to say that the organizer *must* do it?

I'm not sure about this. When a student has a paper accepted by a conference, there is more than the usual argument for his advisor/university to support his going to the conference. Many conferences state in the call for papers that someone who submits a paper agrees to present it at the conference if it is selected. Perhaps we should find a way to say that "among those students who genuinely could not attend the conference without our help, we will give priority to students with accepted papers."
- the grant amount should depend on the TC6 yearly budget and
probably does not need to be indicated in the rules.
