We continue Project "Visions from the IT Engine Room" with Professor Dewald
Roode, Chairman of IFIP TC 8 on Information Systems.
Dewald should know the nuclear capability of South Africa since he worked
for the South African Atomic Energy Board as early as the late 60-ties. In
1981 he became the first Executive Director of the Computer Users Council
of South Africa. In 1995 he was appointed Director, Information Technology
at the University of Pretoria and in 1998 he became the first Director of
the new School of Information Technology at the University a position he
retained until his early retirement at the end of 2001. Currently he
maintains a busy schedule as owner of an information management consultancy
firm and continues to supervise a number of doctoral students as
extraordinary professor at the University of Pretoria.
Asked about activities which could have a significant impact in future,
Dewald opines:
"In spite of the recent floundering of dot com companies, and a world-wide
slump in IT, it remains a fact that the world, and specifically the
organizational world, is becoming more and more dependent on IT and
Information Systems. In such a business climate it is to be expected that
suppliers will always come forward with new solutions to existing problems
(and will sometimes even create new problems for which they have the
solutions!) that promise to once and for all solve an organization's
headaches. This is simply the way a free market operates. It is our duty to
shed light on and work towards greater understanding of the inherent
complexity of information systems in organizational context. More
importantly, this understanding should diffuse into the organizational
world, and should not remain encapsulated in academic circles. "

We are continue Project "Visions from the IT Engine Room" with Professor
Dr. Franz J. Rammig, Chairman of IFIP TC 10 on Computer Systems Technology.
Franz Rammig teaches Practical Informatics at the University of Paderborn,
the University of the Information Society. His current research areas are
design techniques for embedded real-time systems, ranging from abstract
specifications (especially using Abstract State Machines) via modeling,
analysis, software synthesis (with special emphasis on real-time operating
and communications systems) to hardware synthesis (especially using
reconfigurable devices). He is the chairman of the Heinz Nixdorf Institute
and one of the two directors of C-LAB.
Asked about TC 10 activities with a serious socioeconomic impact, Franz
responds:
"We need more powerful design technology, we need new computing paradigms
(concurrently acting, intelligent, and self-adapting peer-to-peer
systems?), and we must be able to build safe systems, systems that do not
harm mankind and the environment. I think that TC10 is attacking these
challenges, however from a technology driven point of view."

Online Forum for Civil Society's Preparation of World Summit on the
Information Society
An online discussion forum for non-governmental organizations and civil
society to discuss their input in the Final Declarations of the World Summit
of the Information Society (WSIS; Geneva 2003, Tunis 2005) will be held on
UNESCO's website at http://wsisforum.unesco.org from 9 December 2002 to 15
January 2003.
The Forum that will be chaired by Monique Fouilhoux, President of the
NGO-UNESCO Liaison Committee, will discuss eight themes: General Discussion,
Access, Development and Empowerment, Content Issues, Education, Training and
Research, Rights, Future Developments of Information Technologies, Civil
Society in WSIS and Beyond.
The forum is open for all members of non-governmental organizations and
civil society.
Proposals to be included in the drafts of the WSIS Declaration of Principles
and Plan of Action that result from the Forum will be transmitted to the
WSIS Executive Secretariat for submission at Prepcom II (17-28 February
2003).
The decision to organize the Forum was taken by representatives of
non-governmental organizations and civil society at a preparatory meeting at
UNESCO Headquarters, Paris, France, on 27 and 28 November 2002.
At the meeting, Adama Samassékou, President of the WSIS Preparatory
Committee, highlighted the essential contributions that non-governmental
organizations and civil society can make to the Summit and its follow-up.
Speaking at the Opening of the meeting, UNESCO Director-General Koïchiro
Matsuura said that UNESCO is well-positioned to bring quite diverse
constituencies into the Summit process and, indeed, to act as a bridge
linking civil society, governments, professional groups and users.
UNESCO, he stated, wishes to ensure that the Summit addresses questions that
go beyond 'access' in technical or infrastructural terms: "After all, the
access in question is really about full access to society; more than this,
it is about the capacity to influence the kind of society being generated by
large-scale technological and economic forces". The desire to enlarge the
Summit's agenda to take account of important issues of intellectual and
ethical debate is something that UNESCO shares with civil society. "The
narrowing of cultural as well as technological divides is something we must
all strive for", said the Director-General.

The 4th EURASIP Conference focused on Video/Image Processing
and Multimedia Communications (EC-VIP-MC) will be held at the
Faculty of Electrical Engineering and Computing, University
of Zagreb, Croatia, during 2-4 July 2003. The European
Association for Speech, Signal and Image Processing (EURASIP)
initiated this type of conference, in order to start a new
tradition of conferences, each devoted to a specific area of
discipline. The 2003 EURASIP Conference is the fourth biennial
conference promoted by EURASIP and organised by Faculty of
Electrical Engineering and Computing, University of Zagreb,
Croatia. The first conference was organised in Prague, Czech
Republic (1997), second in Krakow, Poland (1999), third in
Budapest Hungary (2001). The aim of the EC-VIP-MC is to promote
the interface of researchers involved in the development and
application of methods and techniques within the framework of
video/image processing and multimedia communications. The
scientific program includes keynote and invited lectures by
eminent international experts and contributed papers. Papers

and the formal consultative relations between the two organizations were

and Youth, now available in English, French and Spanish -

important contribution to WSIS. UNESCO provided its auspices to WITFOR. The
two organizations worked closely for a mutually beneficial partnership.

IFIP has hesitated to establish a SG with the potential to grow into a
Technical Committee. This newly established SG is promising and provides a
forum for an active involvement of Industry in IFIP.

new IFIP member society and has the potential to attract at least 2 more
IFIP members in 2003. It launched an IT STAR Newsletter, published national
reports on ICT in the region and is working on a project for an IT Pool of
Experts which could have a spin-off effect to other world regions for the
benefit of other IFIP member societies.
7. ***SEC III Conference in Dortmund, DE***
