As a follow up to our discussion about Kluwer and its lack of willingness to support electronic publications, here are some data.
We should definitely aim at making IFIP publications available on line. Look at http://www.neci.nec.com/%7Elawrence/papers/online-nature01/ to see that articles freely available online are more highly cited.
To realize that IFIP publications are not well-cited overall, refer to http://citeseer.nj.nec.com/impact.html (PSTV's impact factor = 0.34, IWAN = 0.28, check your favourite, note that SIGCOMM = 2.34 for example, and this is a logarithmic scale!)
Note also that Springer's LNCS is not bad at all (impact factor = 0.74).
