I received until today (August 13, 2004) the following expressions of interest for DCSC funding in 2005:

Guy Pujolle Networking for MAN; March 05; Ho Chi Minh City, Vietnam
Remarks:
- Colombia, Morocco, Nigeria, and Vietmnam are no members of IFIP (and are therefore not elegible for the moment being since DCSC funding is only for IFIP member countries; this might be changed, however, if the motion of Max Bramer for removing that restriction is accepted in Toulouse; on the other hand: if the condition is not any more valid: what might be the reason of a country for joining IFIP?).
- The requests are necessarily inconcrete: It is impossible to ask for support of a speaker who has an accepted paper since sometimes we don't even have a Call for Paper. I feel that we will have to change the rules for DCSC funding. You might allocate a reasonable sum for each TC (maybe Proportional to the global TC fund) and that sum could be Discussed and distributed at the occasion of the TC meetings (in the case of TC6: at meetings 2004/2 and 2005/1).
- A priority ranking cannot be made since: - I would have to ask the other delegates - the requests are not concrete enough (see above) I have ordered the requests alphabetically by the last name of the delegate who presented it.
The request for Velin Jeliaskov is attached.

Nigeria will be full member as of General Assembly 04 in Toulouse within 14 days. Morocco is not a member of IFIP.

I should make a correction: Colombia is member of CLEI and CCLEI is the regional association that is promoting the activity in Cali, because the schema accepted by both ACM SIGCOMM and IFIP TC6 is to organise LANC onference following the CLEI and using the same infrastructure. Best regards Ramon
