Attached is a draft of the report from the Digital Library Task Force. The report is the result of decisions during a meeting of the task force in December and followup revisions by email.
Our plan is to submit the report to Council at its March meeting, but
we first solicit your input on this document. Your input will be considered by the task force in making final revisions to the document before submitting it to the Council.
Please send me any comments and suggested changes that you have to the document by 12 February in order that the final document can be available prior to the March meeting of the Council.

This is very good progress, and I commend you and the other members of the DL task force.
The elephant in the room, of course, is the financial impact on IFIP of following the recommendations of the task force:
"Providing free-to-read access to electronic materials could significantly affect IFIP’s income from publications. It may be necessary to modify IFIP’s financial model in order to provide such access to publications."
When my daughter decided, at age 11, that she should become a vegetarian, she thought that being a vegetarian meant eating the same diet as before, but just leaving out the meat. Of course, that doesn't work, and it won't work for IFIP to give up publication royalties and expect everything else to stay the same. The most important question for the Council meeting in March is how to change IFIP's financial model to account for the inevitable shift to a DL model of publication.
I wonder if it might be possible for TC6 to offer a pilot project based on this action item that I see in the Wroclaw minutes:
"Guy Pujolle to look at the possibilities of hosting a digital library at his own university"
Not for all of IFIP, of course, just for TC6 (or even just for a selected group of TC6 conferences).
