The fourteenth IFIP/IEEE International Workshop on Distributed Systems:
Operations & Management will be held October 20-22, 2003 in Heidelberg,
Germany. The workshop is sponsored by the International Federation for
Information Processing (IFIP) Working Group 6.6 on Network Management
for Communication Networks with technical co-sponsorship by the IEEE
Communications Society, Technical Committee on Network Operations and
Management (CNOM). The Workshop location is the European Institute for
Research and Strategic Studies in Telecommunications (EURESCOM),
beautifully situated above the romantic city of Heidelberg with its
unique blend of river landscape, historic town, and hillside castle.
WORKSHOP SCOPE
The scope of this workshop will be on the operations and management of
distributed systems, networks, application software, and services and
the impact of advanced computing and network technologies on management.
The specific focus of DSOM 2003 is "Self-Managing Systems", reflecting
the current interest and development in the field.
DSOM 2003 is organized as a single-track program in order to stimulate
interaction among participants. The workshop theme is "Self-Managing
Systems", reflecting the current interest and development in the field
to address the ever-increasing complexity and heterogeneity of today's
distributed systems, their operation and management.
The majority of the papers, presented in 8 sessions at DSOM 2003,
address some important aspect of this highly relevant problem area.
The level of interest in DSOM has been growing steadily over the years.
This year we were fortunate to receive a record submission of 84 high
quality papers from 22 countries, of which 20 were selected for the
8 technical sessions. The acceptance ratio was below 24%, thus making
DSOM 2003 the most selective DSOM ever. In addition, we received 21
work-in-progress papers, of which 6 were selected. DSOM 2003 will
explore infrastructures, techniques, and methods that can be used to
design and implement such self-managing systems.
The 8 Technical Sessions focus on the following Topics:

* Peer-to-Peer Management
* Self-Optimization and Performance Management
* Utility Management
* Self-Protection and Access Control
* Manageability and Instrumentation

NEW VISA RULES
New visa procedures and facilities have been introduced in the Sultanate
of Oman from July, 2003.
Single Entry Visit Visa
This visa is issued to two groups of
Nationals as mentioned in List No.1 and List No.2.
For nationals in list No.1, the single entry visa is issued upon arrival
at all land, sea and air terminals whether individually, or as part of a
group. Nationals mentioned in list No.1 can also obtain this type of
visa when they apply to Oman diplomatic missions and commercial
representation offices. The cost of the visa is R.O.6. The validity
period of the applicant's passport should not be less than six months.
The visa is valid for one month. This visa may be extended for one month
for the same fee. A fine of R.O.10 per day is charged for an overstay
beyond the validity of the visa.
For nationals set out in List No.2, visa is issued on arrival in Oman
through air entry points only either individually or as part of a group.
They should have purchased a complete tourist package from specific
tourist companies in their countries which are approved by the Ministry
of Commerce & Industry, Oman.
The package should include accommodation and the air ticket using a
national airline i.e. Oman Air or Gulf Air. The cost of the visa is
R.O.6. The validity period of the applicant's passport should not be
less than six months. The visa is valid for one month. This visa may be
extended for one month for the same fee. A fine of R.O.I0 per day is
charged for an overstay beyond the validity of the visa.
Multiple Entry Visa
All nationals in list 1 and list 2 are eligible for this type of visa.
The visa is issued upon arrival at all land, sea and air entry points.
It is also possible to get such visas through the Oman diplomatic and
commercial missions. The fee for this visa is R.O.10. The validity of
the applicant's passport should not be less than one year. This type of
visa allows the holder to stay in Oman for three weeks on each visit
during the validity period. A minimum of three weeks must elapse between
each visit. This type of visa cannot be extended. It is possible to
apply for a fresh visa when the previous visa expires. A fine of R.O. 10
per day is charged for an overstay beyond the validity of the visa

This visa is issued for nationalities not mentioned in List No.1 and
list No.2. through the Directorate General of Passport and Residency and
its sections in the regions on presentation of an application by an Oman
commercial, or tourist establishment. It shall be issued on Omani
working days within 24 hours unless there are justifications which
hinder the issue of the visa. An application may also be made directly
to diplomatic missions and commercial representation offices abroad. The
validity of the
applicant's passport should not be less than six months. The cost of the
visa is R. O .7. It is valid for two weeks. This visa cannot be
extended. A fine of R.O. 10 per day is charged for an overstay beyond
the validity of the visa. Common Visa Facility with the Emirate of Dubai
Nationals in List No 1 arriving from the Emirate of Dubai bearing an
entrance visa or stamp from the Emirate of Dubai are not required to
obtain a separate visa for Oman. The Entry Stamp/Visa for Dubai is
recognised for entry to Oman, whether. individually or as groups and
entering through land, air or sea terminals. No fees are charged. The
visa may be obtained on completion of the joint facility form available
at the airports and sea ports and at Hatta Hotel for those arriving
through Al Wajaja terminal. The visa is valid for the period of the visa
issued to the person from the relevant authorities in Dubai, or for a
maximum of three weeks for nationals who do not require entrance visas
to the Emirates. This visa may not be extended and the visitor is
required to leave when the period expires. As per the law, a fine of
R.O. 10 per day is charged for an overstay beyond the validity of the
visa.
Existing Arrangements
The following procedures previously announced and currently in place
shall remain without any change:
Entrance Visas for Arrivals on Tourist Ships Visas shall be granted upon
arrival at sea tenninals for all nationalities without a fee if the
visit is for a period less than 24 hours and with a fee of R.O. 2 if the
visit period exceeds 24 hours.
ViSas of GCC States Residents
Visas shall be granted at all air and land tenninals against payment of
a fee of R.O. 3. Servants
and employees may obtain a visa if accompanying a family residing in a
GCC state.
joint Visa with the State of Qatar Nationals set out in list No.3 may
enter the Sultanate of Oman if they have obtained tourist visas issued
by the relevant authorities in the State of Qatar or reciprocally may
enter the State of Qatar if they have obtained visit visas issued by the
relevant authorities in the Sultanate of Oman. This advantage shall not
apply if the bearer of such visa departs to a third country. The bearer
of such visa may also enter any of the two countries without having
first to visit the country, which issued the visa. Fees of the visa are
R.O. 6 if issued in the Sultanate and Q.R. 70 if issued in the State of
Qatar. It is issued for a non-renewable period of one month.

Sultanate through a local tourist agent or a hotel or as a family. In
the case of groups the number of females must not exceed the number of
males.

The fourteenth IFIP/IEEE International Workshop on Distributed Systems:
Operations & Management will be held October 20-22, 2003 in Heidelberg,
Germany. The workshop is sponsored by the International Federation for
Information Processing (IFIP) Working Group 6.6 on Network Management
for Communication Networks with technical co-sponsorship by the IEEE
Communications Society, Technical Committee on Network Operations and
Management (CNOM). The Workshop location is the European Institute for
Research and Strategic Studies in Telecommunications (EURESCOM),
beautifully situated above the romantic city of Heidelberg with its
unique blend of river landscape, historic town, and hillside castle.
WORKSHOP SCOPE
The scope of this workshop will be on the operations and management of
distributed systems, networks, application software, and services and
the impact of advanced computing and network technologies on management.
The specific focus of DSOM 2003 is "Self-Managing Systems", reflecting
the current interest and development in the field.
DSOM 2003 is organized as a single-track program in order to stimulate
interaction among participants. The workshop theme is "Self-Managing
Systems", reflecting the current interest and development in the field
to address the ever-increasing complexity and heterogeneity of today's
distributed systems, their operation and management.
The majority of the papers, presented in 8 sessions at DSOM 2003,
address some important aspect of this highly relevant problem area.
The level of interest in DSOM has been growing steadily over the years.
This year we were fortunate to receive a record submission of 84 high
quality papers from 22 countries, of which 20 were selected for the
8 technical sessions. The acceptance ratio was below 24%, thus making
DSOM 2003 the most selective DSOM ever. In addition, we received 21
work-in-progress papers, of which 6 were selected. DSOM 2003 will
explore infrastructures, techniques, and methods that can be used to
design and implement such self-managing systems.
The 8 Technical Sessions focus on the following Topics:

* Self-Optimization and Performance Management
* Utility Management
* Self-Protection and Access Control
* Manageability and Instrumentation
* Context-Awareness
