Communications by technical means forms the major interconnection for
distributed electronic applications, ranging from business processes
to entertainment. While networked group communications in particular
raise technology and protocol challenges, charging for Internet
services inter-relates and enriches those techniques with economic
models. Both workshops target the identification of solutions,
investigations of their feasibility, and a consolidation of technical
and economic mechanisms to enable a fast, guaranteed, and efficient
provisioning of networked group communications in the Internet. Authors

Papers and Submissions

Papers are solicited as full papers (in English), of no more than
10 single-spaced pages, each of which will be subject to a full
review process. Submissions should already follow the author
guidelines as specified below and must include: title, authors,
affiliations, 100-word abstract, and a list of at most five
keywords. The author responsible for correspondence should be
identified clearly, including the author's name, position, mailing
address, telephone and fax numbers, and e-mail address. An electronic,
PDF-based submission of papers is mandatory, please check the URL

The conference proceedings are being published as hard-copy and
electronically by Springer Verlag, Heidelberg, Germany, in the

final camera ready paper formats are to be followed without exception,

Location and Date

The location of the UniBw Munich is in the heart of the information
technology area of Southern Munich, where, amongst others, Siemens
Corporate Technology as well as EADS are located. A number of hotels
are located in the neighborhood (2-3 km) to the university campus.
Downtown Munich can be reached from there in 20 min by fast train
(S-Bahn) or underground (U-Bahn). The Airport of Munich can be reached
by S-Bahn in about one hour. Furthermore, by rental car the German and
Bavarian Alps can be accessed in about 90 min drive, providing views to
the most spectacular scenery of mountains and beautiful countryside.
Finally, the two co-located workshops take place just in the week before
Munich's world-known "Oktoberfest - Wies'n" in downtown Munich.

Re: The World Information Technology Forum and Commission 4 on
Empowerment and Participation
Since September 2001, IFIP and our Lithuanian colleagues are busy in
putting the WITFOR organization in place: At UNESCO's 31st General
Conference in (October 2001) there were consultations with a number of
national delegates, NGOs and UNESCO officials to solicit their support. In
2002, the conference organizers and hosts and IFIP centrally worked hard
to build a coalition of partners, solicit UNESCO's active engagement
including its auspices for WITFOR, produce and distribute an excellent
brochure... In December ' 02, a meeting of the Co-chairs of the 8 program
Commissions (Streams) was held in Vilnius. This launched the most important
stage of preparations of the program, themes, specific topics,
recommendations and projects of the 8 Commissions comprising WITFOR.
Commission 4 on "Empowerment and Participation" reflects WITFOR's drive,
objectives and efforts. For this commission we have put together an
alliance of partners -- representatives of the United Nations Educational,
Scientific and Cultural Organization (UNESCO), the International Science
Council (ICSU), the NGO-UNESCO Liaison Committee and its Commission on New
Technologies, and the International Federation for Information Processing
(IFIP) -- whose mandate, representation and recognition makes it
indispensable for getting across policy statements, recommendations and
projects of major professional and societal significance and impact. The
partners in this alliance have the past experience of close interactions on
which we intend to build for further results.
We have structured our work in a way allowing coordinators of specific
projects to develop their part on the basis of their organization's
experience and also accounting for the input of other members and the ICT
community. To augment this activity and the finalized Commission report we
intend to organize a panel during WITFOR with the participation of 4
distinguished personalities whose experience and wisdom transcend the
boundaries of leading national and international institutions.

Special Issue on Distributed Management
The recent rapid increase in the complexity of networks is
mainly due to the expanded range of network devices and systems,
multiple inter-connected networking technologies, and intricate
services such as Virtual Private Networks (VPNs) and Voice over
IP (VoIP). The intricacies in the services have been supported
by increased capabilities in network elements and have compounded
the difficulties in maintaining Service Level Agreements (SLAs).
The increased complexity in networks poses tremendous challenges
for management in terms of functionality, the amount of data to
be processed, and the types of data. It is envisioned that
distributed management will play a strong role in managing

HISTORY:
The International Multiconference in Computer Science & Computer
Engineering is a major annual international research event.
The last Multiconference attracted over 1,550 computer science
and Engineering researchers from 72 countries. It is anticipated
that The 2003 Int'l Multiconference will attract about 2000
participants. The 2003 event is composed of 15 (planned) major
conferences - attendees will have full access to all 15
conferences' sessions & tracks.
SUBMISSION OF PAPERS:
Prospective authors are invited to submit three copies
of their draft paper (about 5 pages - single space, font size
of 10 to 12) to H. R. Arabnia by the due date (who may be
forwarding the papers to respective conference chairs/committees).
E-mail & Fax submissions are also acceptable.
The length of the Camera-Ready papers (if accepted) will be
limited to 7 (IEEE style) pages. Papers must not have been

The conference proceedings will be published by CSREA Press (ISBN)
in hardcopy/book. The proceedings will be available at the conference.
Some accepted papers will also be considered for journal publication
(soon after the conference). (In addition to the hardcopy, it is
also planned to publish the papers on a CD.) All conference
proceedings published by CSREA Press are considered for inclusion
in major database indexes that are designed to provide easy access
to the current literature of the sciences (database examples: ISI
Thomson Scientific, IEE INSPEC, ...).

LOCATION OF CONFERENCES:
The conferences will be held in the Monte Carlo Resort hotel
Las Vegas, Nevada, USA (with any overflows at other near-by
hotels). The Monte Carlo Resort is a mega hotel with excellent
conference facilities & over 3,000 rooms. The hotel is minutes
from the Las Vegas airport with 24-hour shuttle service to & from
the airport. This hotel has many vacation & recreational
attractions, including: waterfalls, casino, spa, pools &
kiddie pools, sunning decks, Easy River water ride, wave pool
with cascades, lighted tennis courts, health spa (with workout
equipment, whirlpool, sauna, ...), arcade virtual reality game
rooms, nightly shows, snack bars, a number of restaurants,
shopping area, bars, ... Many of these attractions are open 24
hours a day & most are suitable for families & children. The
negotiated hotel's room rate for conference attendees is very
reasonable (79USD + tax) per night (no extra charge for double
occupancy) for the duration of the conference.
The hotel is within walking distance from most other
Las Vegas attractions (major shopping areas, recreational
destinations, fine dining & night clubs, free street
shows, ...).

Proposals to organize technical sessions should be submitted
as soon as possible.
PROPOSAL FOR ORGANIZING TECHNICAL SESSIONS:
Each technical session will have at least 6 papers. The session
chairs will be responsible for all aspects of their sessions;
including, soliciting papers, reviewing, selecting, ... The
names of session chairs will appear as Associate Editors on the
cover of the conference proceedings. After the conference, some
sessions will be considered for publication in relevant journals
as Special Issues with the session proposer as the Guest Editor
of the journal.
Proposals to organize technical sessions should include the
following information: name & address (+ E-mail) of proposer,
title of session, a 100-word description of the topic of the
session, & a short description on how the session will be
advertised (in most cases, session proposers solicit papers
from colleagues & researchers whose work is known to the session
proposer). Mail your proposal to H. R. Arabnia; E-mail
submissions are preferred.

The Program Committees are currently being formed. Those
interested in joining the Program Committees should email

Dear TC6 members,
I feel that Otto Spaniol is right on his suggestion to change the TC6
meeting dates in Oman. Although I usually do not like to move the meeting
dates after they are agreed, I think that in this case it is justified and
we still have time to try to do it.
Also I agree that the two options indicated by Otto are the possible ones.
So let me try to find a solution to this issue with your help.
Plase indicate your option (Oct 11+12/ Oct 16+17) or if you have a different
opinion from mine and Otto's please tell.
I thank that your mails are sent to the TC6 list and let us fix Friday next
week (24/1) as the deadline for your mails.

The origional schedule of the TC6 meeting was Oct. 18+19, i.e. after the
original dates
of NETCON.
Since these dates have been changed now, the meeting dates appear to be
inconvenient
and a rescheduling in Budapest seems to be too late.
(Of course we could have two days for sightseeing in Oman after the
conference
but October is a very packed month and therefore this "solution" which would
keep the old dates appear to be questionable).
To my opinion, we have two more suitable possibilities for the meeting:
a. Sat. + Sun. before the conference, i.e. Oct. 11 + 12
b. Thu. + Fri. after the conference, i.e. Oct. 16 + 17.
I think that we should do an electronic mail voting for that with a
decision well before the Budapest meeting.
Augusto, do you agree? If yes, would you start this discussion.
