Fourth International Workshop on Networked Group Communication

The aim of NGC is to allow researchers and practitioners to present
the design and implementation techniques for networked group
communication. The focus of the workshop is on peer-to-peer,
multicast, and networked group communication, ranging from the link
layer, through routing, and reliability and traffic control, right
up to session and application level control mechanisms. This
workshop is the fourth of this international event. The first
workshop was in Pisa, Italy, in November 1999; the second was in
Stanford, USA, in November 2000; the third was in London, UK,
in November 2001.
We wish to distinguish NGC as a forum for novel and creative
research projects and discussions on the future of networked group
communication in academia and industry. To this end, NGC invites
you to submit five-page extended abstracts. Authors of accepted
papers will be invited to present at the workshop and publish
full-length versions of their papers in the workshop
proceedings. The extended abstract should represent the
paper in "short form." Authors should include full references,
figures and significant results when available. The submissions
will be judged on significance, originality, clarity, relevance,
and correctness.
The conference will be held at Holiday Inn, Brookline in Boston,
MA. It will start with two half-day tutorials on October 23,
2002. The technical program will include a keynote and invited
talks on October 24-25, 2002. Depending on interest level, and
suitable proposed topics, there may also be a panel discussion as
well as a poster session. Authors are invited to submit papers on
any issue related to networked group communication, including:
* peer-to-peer applications
* applications and services enabled through multicast
* wireless and mobile communication
* multiplayer games
* measurement studies
* content distribution
* network security
* application layer multicast
* economic models
* novel group communication architectures
* routing, naming, address allocation

promised an active Spring campaign to rally the IFIP allies of good. So
far, so good!
Re. our email "Evaluated in Paris" of 6 May: Many thanks, everyone, for
your congratulations. That mail was sent internally but we have also posted
it at http://www.ifip.or.at/mail/msg00135.html for those who wish to find
out what UNESCO thinks of IFIP.
An important part of our Spring campaign was dedicated to developing new
partnerships. Here is what we have to report on applications for IFIP
membership:
1. CLEI: Centro Latinoamericano de Estudios Informatica (CLEI) is an IFIP
regional corresponding member and its members represent 12 Latin American
countries. We are in contact with the CLEI President, Prof. Ricardo Baeza
Yates, with regard to CLEI's resolve to become an IFIP full
regional member. Here is what Ricardo wrote yesterday: "Dear Plamen, I
plan to attend the next IFIP Congress in Montreal and apply in person for
an upgrade of CLEI's membership."
2. CROATIA: An Information release was circulated about the IT-STAR
meeting [ ref. http://www.ifip.or.at/mail/msg00130.html ] which, among
other items, stated that the procedure for Croatian membership to IFIP was
initiated. The President of the Croatian IT Society (CITS), Mr. Marijan
Frkovic, gave us the information package related to CITS' application. Mr.
Frkovic also agreed to investigate the interests of organizations from
other ex-Yugoslavia republics to join IT STAR and IFIP. Here is what
Marijan recently wrote: " Dear Plamen, as I promised last time in Portoroz
I am in contact with people from ex yu republics. I had contact with
yugoslav society... I hope that we will have minimum one new IT STAR member
until the next meeting"
2. CYPRUS: Early this month an email came in with the subject "Cyprus
calling" [how nice]! It commenced as follows: "Dear Plamen, Good evening
from Cyprus, this is Panicos Masouras Secretary of the Cyprus Computer
Society. Perhaps you recall that we exchanged a couple of emails last year
on the possibility of the CCS becoming a member of IFIP." This morning, we
received a faxed copy of the the CCS application for Full membership with
an assurance that the society looks forward to cooperating in promoting
IFIP's goals and objectives.
IFIP's Admissions Committee will report on these applications with a
recommendation to IFIP's General Assembly in Montreal. Until then, we have
subscribed their representatives to our e-mailing list. If any of you are
aware of other national organizations interested in IFIP membership please
be advised that a note on "How to join us" is posted at
http://www.ifip.or.at/how_to_join.htm
There is much more to come, especially with regard to our "Rhapsody in
Maple". You will find out what we mean later this week. Before then,
however, let us also report that we had a few complaints; some of you think
that we have forgotten our "joke" deal. As a compensation, we offer true

attempted to summarize the details of an accident succinctly:
*Coming home, I drove into wrong house and collided with a tree I don't
have.

* The other car collided with mine without giving warning of its intentions.
* The guy was all over the road. I had to swerve a number of times before I
hit him.
* I pulled away from the side of the road, glanced at my mother-in-law and
headed over the embankment.
* In my attempt to kill a fly, I drove into a telephone pole.
* I had been shopping for plants all day and was on my way home. As I
reached an intersection a hedge sprang up obscuring my vision, and I did
not see
the other car.
* The telephone pole was approaching. I was attempting to swerve out of its
way when it struck the front end.
* I was thrown from the car as it left the road. I was later found in the
ditch by some stray cows.
* The indirect cause of the accident was a little guy in a small car with a
big mouth.
* I had been driving for 40 years when I fell asleep at the wheel and had
an accident.
* As I approached the intersection a sign suddenly appeared in a place
where no stop sign had ever appeared before. I was unable to stop in time to
avoid the accident. To avoid hitting the bumper of the car in front, I
struck the pedestrian.
* My car was legally parked as it backed into the other vehicle.
* An invisible car came out of nowhere, struck my car and vanished.
* I told the police that I was not injured, but upon removing my hat found
that I had a fractured skull.
* I was sure the old fellow would never make it to the other side of the
curb when I struck him.
* The pedestrian had no idea which direction to run, so I ran over him.

Smart Networks comprises the proceedings of Smartnet'2002, the seventh
conference on Intelligence in Networks, which was sponsored by the
International Federation for Information Processing (IFIP) and organized by
Working Group 6.7. It was held in Saariselkä, Finland, in April 2002.
The conference series closely reflects the developments in networking.
Currently we are facing two conflicting trends: the increasing popularity
of the Internet and the growth of mobile communications. The traditional
Internet approach is to regard a network as a dummy pipe of bits and place
all the intelligence in the end-devices. The traditional telecom approach
is to regard the end-devices as dummy senders or receivers of bits and to
put all the intelligence in the network. For fixed-line access to the
Internet using a powerful PC, the Internet approach is plausible. However,
for a nomadic user, who sometimes accesses services through a fixed-line
Internet connection and, at other times, through a wireless connection
using a restricted-capability access device, the situation becomes
intolerable. Intelligence needs to be distributed and partially replicated
in end-user devices, access networks, and the core network.
The presentations in this volume consider these new trends and cover three
major topics: platform software, services, and protocols. The sessions on
platform software address various aspects of software infrastructure in
networks including object-orientation, components, agents, and
plug-and-play. The session on services includes interactive TV, group
communication, and location awareness. The session on protocols discusses
bandwidth brokers, authentication, and protocol testing.

as well as at the application layer, the need for differentiated pricing and
efficient charging options has become apparent. Within the emerging area of
Network Economy, an explicit view on the integration of technological and
economic aspects for Internet services provisioning is essential for
achieving a better understanding of today's dramatic changes and close-ups
between Internet technology and economics in the field of networking.
The future evolution of the Internet will crucially depend on the
development of sound business models and an economic understanding of
technological alternatives. Therefore, it is increasingly important to
develop an integrated view of technical proposals and their economic
implications, and vice versa. Another important research field is given by
the potential for economy-based market management of networks and services.

2. Information for Authors
--------------------------
Papers should be submitted in PostScript(.ps), Portable Document
Format(.pdf) or Microsoft Word Document(.doc) format through the
conference website at http://iccc2002.ernet.in/. In case of
any problems registering and uploading the paper at the conference
website, the paper may be sent via email to iccc2002(a)iitm.ernet.in
Papers should include: Title, name(s) and affiliations(s) of authors,
an abstract of no more than 200 words, a set of relevant keywords, text
of 2000-6000 words plus figures resulting in a manuscript of no more
than 25 double-spaced A4-size pages, and completely cited references
Including page numbers.
All papers will be refereed and those accepted for presentation at the
conference will be included in the Conference Proceedings, to be
published by ICCC Press.

5. Program Format
-----------------
ICCC 2002 will be organized in sessions addressing key topics. There
will be a set of keynote addresses, invited talks, tutorials and
state of the art reports, given by internationally renowned
researchers and industry leaders.
6. Pre-Conference Tutorial
--------------------------
In line with the International Conference convention, pre-conference
tutorials (half day / Full day) will be organized in state-of-the-art
topics. Proposals are invited giving the topic, extent of coverage,
intended audience, and benefits. Please send your proposals to
Mr S. Ramakrishnan at ramki(a)doe.ernet.in with a copy to the Principal
Programme Chair at iccc2002(a)iitm.ernet.in.
7. Technology Showcase Presentations
------------------------------------
ICCC 2002 will additionally invite non-commercial, presentations by
manufacturers and vendors on their latest communications technologies.
These presentations will provide an excellent opportunity for leading
technology developers to describe their latest developments to the
conference audience. For further information, please contact
the Conference Secretariat.
8. About the location - Mumbai
------------------------------
Mumbai, formerly known as Bombay, is the capital of Maharashtra
state and the business capital of India. It is the fastest moving,
and most industrialized city in India. The main languages spoken in
the city are Hindi (official language of India) and Marathi
(official language of Maharashtra state). Visitors can manage
their business/travel with English, which is also widely understood
and spoken. Mumbai is well connected and is served by most
international and domestic airlines.
August is the last of the three monsoon months. The highest daily
temperature at that time would normally be 29 degrees Celsius
that is 84 degrees Fahrenheit.
Regular tours from the city provide easy access to the ancient cave
paintings and sculptures of Ajanta and Ellora. Mumbai also has
shopping malls for good bargains in rich Indian garments.
9. Venue
--------
Regent Hotel, Bandra West, Mumbai 400 050, India, a new hotel on
theArabian Sea along the beach with all five star facilities and
about 25-30 minutes drive from Mumbai airport.

There are good news from Paris.
These of you who have gone through the Bled Minutes [
http://www.ifip.or.at/minutes/c2002.htm ] might have observed that "IFIP
as an organization in formal relations with UNESCO was subject to
periodical evaluation of its contributions to UNESCO activities and that
"such an evaluation is currently due and the IFIP-UNESCO Liaison Officer
had prepared and submitted an analysis of the relations between the two
organizations".
The following note was received some minutes ago from UNESCO - Paris:
"The Executive Board Committee on NGOs will consider, at its 164th session
(May 2002) the establishment, modification or renewal of relations between
UNESCO and a number of international non-governmental organizations, in
accordance with the Directives concerning UNESCO's co-operation with
non-governmental organizations.
You will find attached a copy of the individual factsheet concerning your
Organization and the Director-General's proposals to the Executive Board in
this respect. These fact-sheets are also contained in Executive Board
documents 164 EX/40 and 164 EX/ONG.2 which are accessible in all working
languages on our website www.unesco.org <http://www.unesco.org>.
Please be informed that the Executive Board Committee on NGOs will meet on
17 May 2002 from 10:00 am to 18:00 in Room XI (Fontenoy) at UNESCO

UNESCO summarizes its evaluation of IFIP as follows:
"During the period under consideration, IFIP has maintained excellent
cooperation with the Communication and Information Sector and the Education
Sector. With the latter, it was closely involved in activities linked to
information technology, distance education and the application of the new
information technologies, contributing to the production of several
reference works including the UNESCO/IFIP Curriculum for Secondary Schools,
translated into several languages. IFIP took part in meetings of the
Communication and Information Sector on the new information technologies
and is involved in the preparations for the World Information Summit
(2003). With regard to its obligations as a partner admitted to formal
relations, the Federation contributed to the sexennial report and replied
to the Director-General's consultations on the C/4 and C/5 documents. Its
collective cooperation was vigorous and highly appreciated. It took an
active part in strengthening the mechanisms established by the 1995
Directives, in particular in its capacity as member of the NGO-UNESCO
Liaison Committee, whose website it helped to create. Its interest in the
impact of the new information technologies and the strengthening of
cooperation with developing countries make it an essential partner in the
implementation of the Organization's programmes in this field.

Networking is the biennial Conference on Networking of the IFIP
Technical Committee on Communication Systems (TC6). Networking 2002 is
the second conference of this series --the first event was held in
Paris, May 2000
Networking 2002 is organized into three tracks:
i) Networking Technologies, Services and Protocols
ii) Performance of Computer and Communication Networks
iii) Mobile and Wireless Communications Systems.
This year the conference received 314 submissions coming from 42
countries from all five continents: Africa (4), Asia (84), America
(63), Europe (158) and Oceania (5). From the 314 submissions, we
finally selected 82 full papers for the presentation in the conference
technical sessions. In addition, we selected 31 short papers for
presentation in the poster sessions.
The technical program also includes a panel session, and three Invited
Talks from worldwide leaders
Imrich Chlamtac "Managing Optical Networks in the Optical Domain"
Randy Katz "The Post-PC Era: It's All About Services"
Gerald Maguire "Personal Computing and Communication".
The panel session "Post 9-11 Networking Challenges" is organized by Andrew
T. Campbell (Columbia University) Panelist: Randy Katz (University of
California, Berkeley) Jonathan Liebenau (London School of Economics),
Nicholas F. Maxemchuk (Columbia University), Karl Rauscher (Lucent, Founder
Wireless Emergency Response Team).
The panel discusses on how to cope with the communications systems'
vulnerabilities revealed by the World Trade Center attack on September 11.
