Joint IFIP/IEEE events

Dear all, [this is a very personal and probably highly controversal note - and I would like to get your comments on the topic] I receive more and more proposals for joint IEEE/IFIP organisation of conferences. Interestingly enough this initiatives come very rarely or never from the IEEE side but only from IFIP. Apparently the organisors of these (former) IFIP events expect a very positive outcome by means of the good name of IEEE, the better visibility, increased distribution,.. Very often a cheaper publishing with a better inclusion in digital libraries etc. is assumed. To my (personal) opinion this development is risky. There is a danger that the following will happen: 1. Joint organisation IFIP/IEEE with IFIP as main sponsor (but not any more as full sponsor) 2. Publication by IEEE with reduced royalties for IFIP 3. IFIP only as a co-sponsor or "in cooperation with" 4. The event disappears from the IFIP calendar. This sequence has already happened for some of our (former) events. If things continue to go like that then where is the remaining need for IFIP? I just received a ballot slip where I'm asked to vote for a dissolution of ICCC (and I don't even believe that this is a joke)!!! Some of the explanations for this proposal read as follows: "The organisation has served its original purpose admirably and with considerable consequence... Meanwhile, countless other organisations have been formed or have expanded to occupy the field first opened by our organisation. Those organisations have come to dominate in industrialised nations, including Europe and the United States. In many instances their technical, policy or business objectives are broader than our own and have expanded to cover topics traditionally addressed by ICCC. ...." To my opinion, this is nothing but a declaration of bankruptcy. The formulations might, however, just be repeated (replacing ICCC by IFIP or by IFIP TC6) if we continue to give up our major strength, namely the organisation of high-class events with full responsibility. At that time we had an active delegate from Israel, Jehuda Kella if my memory is good, and he insisted not to have the TC6 meeting at Africom in Tunis as he claimed that he will nor get the visa from Tunis. I told Farouk Kamoun that I intended to apply the IFIP rules ; no TC6 meeting at a place if all the delegates are not allowed to attend and I requested from Farouk a formal letter from the Minister of Foreign Affairs making clear that every TC6 delegates will be granted a visa. Believe it or not but I got this letter. I send it to Kella but unfortunatly he was not able to attend because the Israel Governement did not allow him to go to Tunisia. To complete the picture, at the time of the apartheid the South African Computer Society signed a document indicating that they were not applying the apartheid in the Society and were allowed to continue to participate in the IFIP activities. When we hold an event in SA, the black american participants stay in the same hotel as us. Koss Koen got a visa for India for a TC6 meeting and attended it. Later on, for a TC6 meeting in Budapest I was told from Tibor that there will be no visa problem. Unfortunatly, just before starting the TC6 meeting, we learned that Koss Koen was at the Budapest airport and not allowed to enter Hungary. I refused to open the meeting without Koss and I started with the help the delegate of of Austria to organise the transfer of the meeting to Vienna. Two hours later, the TC6 meeting started in Budapest with Koss Koen with us. It not because the "ennemies" of the US have changed that I will changed my attitude. IFIP is a true international society. IEEE is a transnational society and not an international society able to define its policy independently of the policy of the US governement. Freedom of though has a price that a lot of people and societies are not ready to pay. Dear WG 6.1 - 6.11 chair(wo)men. it is about time to prepare the reports for the upcoming TC6 meeting in Bangkok. Please send your reports to me not later than October 31, 2004 in order that I can include them in the meeting documents. There is a request that event statistics should be collected (see below for details). Peter (Radford) promised to put together that information but we need most information from you - in some cases you might have to contact IFIP secretariat. It would be very helpful if you send your report for meeting 2004/2 in Bangkok *** as well as your previous report for meeting 2004/1 in Athens *** also to Peter <Peter.Radford(a)logicacmg.com>. Please ensure that the copy of your Athens report reaches Peter no later than Oct. 15, 2004. Best wishes Otto ------------------------------------------ Procedure for collecting the TC6 event statistics (as proposed by Augusto Casaca): 1. Insert the names of the conferences that have occurred since the last update. You get those names from the TC6 calendar (the example table for 2003 is attached). 2. The event number is taken from the ERF approved by IFIP. 3. City, Country, Type, Year are taken from the TC6 calendar. 4. Number of submissions, number of accepted papers, percentage, number of tracks and number of registered attendees are provided by the WG chair under which the conference is organized. This is information that the WG chair has compulsorily to include in his report according to the present format of the WG reports for the TC6 meeting. Sometimes you can get the information in advance if you ask the WG chair. 5. The publisher is known from the TC6 calendar and/or the WG chair. 6. The event proceeds are obtained from the IFIP Secretariat. <christine.mckenzie(a)IFIP.or.at> or <eduard.dundler(a)IFIP.or.at> 7. The book royalties and books sold are obtained from Kluwer reports to IFIP meetings. In case of Springer you get them from the IFIP Secretariat. This needs to be updated every year as the publisher continues to sell books every year.

Aggregating sensor nodes into sophisticated sensing, computational and communication infrastructures to form wireless sensor networks will have a significant impact on a wide array of applications ranging from military, to scientific, to industrial, to health-care, to domestic, establishing ubiquitous computing that will pervade society and redefine the way in which we live and work.The goal of this workshop is to provide a forum to exchange ideas, discuss solutions, and share experiences among researchers, professionals, and application developers both from industry and academia. Original papers addressing both theoretical and practical aspects of sensor networks are solicited. Papers describing prototype implementations and deployment of sensor networks and systems are particularly welcome. Topics of interest include but are not limited to: - Sensor-based systems and applications - Operating systems - Middleware and software tools - Networking architectures and protocols - Location and mobility management - Topology control and time synchronization - Data gathering, aggregation and dissemination - Intelligent sensors - Power Management and energy-efficient design - Cross-layer architectures - Security and dependability issues - Modeling and performance evaluation - Measurements PAPER SUBMISSION Papers should contain original material and not be previously published, or currently submitted for consideration elsewhere. Manuscripts must be limited to 5 pages in IEEE 8.5x11 conference format, and formatted in accordance with the IEEE Computer Society author guidelines (ftp://pubftp.computer.org/Press/Outgoing/proceedings/INSTRUCT.HTM). All submissions will be handled electronically. Authors should prepare a PDF file and submit it to persens2005(a)ing.unipi.it. Accepted papers will be published by the IEEE Computer Society in the combined PerCom 2005 workshop proceedings.
