I like to add my appreciation of Guy and Lyman's proposal to those of Harry.
I have three points:
I presume the intention is that any and all re-imbursement (that is transfer
of money rather than direct payment of, for example, lodging expenses)
should go to the student's institution, which is expected to pay the
expenses (such as air fares) in the first place.
This is implied in a couple of places but not made absolutely clear.
I should like to un-pick Harry's nit-pick!
In this use, "programme" is perfectly acceptable in what Microsoft insist on
calling "English (U.K)".
One suggestion for the last paragraph:
Where you've written "around 1500 Euros (resp. 500 Euros) for a flagship
(resp. working) conference", I'd have written "around 1500 Euros for a
flagship conference and 500 Euros for a working conference".

Dear TC6 national delegates and WG chairmen and co-chairmen.
I eventually got the position of all eligible people but one. I do not want
to delete further the procedure as I am convinced that the silent national
delegate is not a candidate for this election.
The only candidate is Augusto Casaca and following the rules Augusto has
prepared a position statement that you will find as an attachement to this
email. It is an rtf file that every one is assumed to be able to read.
I decided to organise the election by email and to ensure the regularity
and the confidentiality of the votes I will benefit from the full support
of Plamen Nedkov the Executive Director of IFIP.
Plamen will establish a special Email Account to which you will have to
send your vote in a few days.
Palmen will check that each vote come from either a national delegate or a
WG chairman or co-chairman.
For those who are national delegate and WG chairman or co-chairman, their
vote will be expressed as national delegate. If they have a co-chair for
the WG, this co-chair will be able to vote for the WG with a full vote. If
the none of the two co-chairs is a national delegate, each co-chair will
expressed his vote with a weight of 0.5.
After checking the origin of the votes, Palmen will established the results
of the votes and mailed them to TC6 distribution list.
I will mail to you the detailed instructions and voting forms in a few days.
I take this opportunity to send you my best wishes for the next three years...

Dear TC6 members,
Following the discussion in our last meeting and also the suggestions
made in the IFIP Technical Assembly, I prepared a revised list of the
aims and scope of the TC6 WGs, which I submit for your approval.
I remind you that the idea was to give more uniformity to the different
descriptions of the WGs and also to find a new name to WG 6.11. The old
name (Electronic Commerce) was too broad for IFIP as included activity
of other TCs as well. I had the collaboration of the WG chairmen
involved in these modifications and I hope that the attached document
expresses their ideas correctly.
I will wait for your comments until December 15. No comments mean
approval of the document from your side.
After approval at TC6 level I will submit it again to the TA by mail.
