Announcement and Call for Papers
The 2002 IFIP Workshop on Internet Technologies, Applications, and Societal
Impact (WITASI'02) will be held in Wroclaw, Poland, on October 10 - 11, 2002.
WITASI'02 will provide a forum for researchers, application and platform
service vendors, and users to review, discuss and learn about new concepts,
approaches, technologies and experiences related to the Internet. Attendees
will participate in a high quality scientific and technical workshop with
specialists in Internet technology from all over the world.
The scope of WITASI'02 includes, but is not limited to, the following topics:
Internet technologies: coding multimedia data, security, multicast techniques,
virtual private networks, agent technologies.
Internet performance: caching, quality of service, scalability aspects,
traffic characterization.
Web technologies: searching and querying, navigation strategies, multilingual
services, markup languages, virtual reality.
Applications: communications, collaboration, commerce, virtual enterprises,
education, healthcare, entertainment, etc.
Impact on: society, economy, education, culture, etc.
The WITASI'02 program will contain invited and regular papers. The event is
organised by the Institute of Control and Systems Engineering, Wroclaw
University of Technology and sponsored by IFIP Working Group 6.4 on Internet
Applications Engineering.
Submissions
Authors are invited to submit papers relevant to the scope of the workshop. The
submitted papers must be original, unpublished and must not be considered for
publication elsewhere.
Submissions of papers according to Kluwer style guidelines available at
http://www.wkap.com/ifip/styles/ is strongly encouraged but not required.
All submitted papers should be in pdf format, not exceeding 4500 words
(comparable to 10 pages prepared according to Kluwer style).
All submitted papers will be reviewed by the Program Committee.

CALL FOR TRAVEL GRANT APPLICATIONS
17TH IFIP WORLD COMPUTER CONGRESS
(WCC 2002), AUGUST 25-30, 2002, MONTREAL, CANADA
ACM / IEEE-CS May Offer Partial Travel Support for U.S. Participants
The Association for Computing Machinery (ACM) and the IEEE Computer Society
(IEEE-CS) are both United States-based members of IFIP, the International
Federation for Information Processing. In support of a key IFIP activity
and as a service to their U.S. members, ACM, in cooperation with IEEE-CS,
has applied for a grant from the National Science Foundation (NSF) to
provide partial travel support to 40 United States participants attending
the 17th IFIP World Computer Conference (WCC 2002).
The theme of WCC 2002 is "Information Technology for Our Times: Ideas,
Research and Application in an Inclusive World." It will be held in
Montreal, Canada, August 25-30, 2002.
There will be nine conference streams:
1. Foundations of Information Technology in the Era of Network and Mobile
Computing
(TCS 2002)
2. Software Architecture
3. Tele-learning
4. Communication Systems: The State of the Art
5. Information Systems: The E-Business Challenge
6. Human Choice and Computers: Issues of Choice and Quality of Life in the
Information Society
7. Distributed and Parallel Embedded Systems (DIPES 2002)
8. Intelligent Information Processing (IIP 2002)
9. Usability: Gaining a Competitive Edge

Funding by ACM is contingent on approval by the NSF of ACM's grant request
and will be limited to covering economy-class transportation costs (air,
rail) up to a $750 maximum per attendee. A review panel consisting of
representatives from ACM and IEEE-CS will evaluate individual grant
applications. Applicants should provide the selection committee with the
following information:
1. Name, mailing address
2. Telephone and fax numbers, email address
3. Business title and affiliation
4. Indication of expected WCC 2002 participation (panel chair, speaker,
discussant, other activity)
5. Reasons for requesting the travel grant including how participation
will benefit current activities and research

States and travel by U.S. carriers. In addition, they will be required to
file a brief report on their activities and experience at the conference.

Dear All,
We have made it a point to regularly update our member societies, TCs and
WGs about the World Summit on the Information Society (WSIS), December
2003, Geneva [ Previous messages http://www.ifip.or.at/mail/msg00098.html &
http://www.ifip.or.at/mail/msg00034.html ]. The Geneva Summit is expected
to adopt a Declaration embodying a set of principles and rules of conduct
aimed at establishing a more inclusive and equitable Information Society;
and a Plan of Action formulating operational proposals and concrete
measures to be taken so that everybody benefits from the opportunities of
the Information Society. Governments, UN agencies, industry and civil
society are invited to contribute and to influence the debate.
This February, UNESCO will organize a series of consultations. IFIP is
invited to take part in one of these consultations on 8 February on the
topic "Infostructure in developing countries". The other three
consultations will concentrate on Cultural diversity and the public domain
of information, Freedom of expression in the Information Society and
Education in and for the Information Society. These meetings aim to develop
a set of proposals to be included in the Declaration of Principles and the
Plan of Action. These proposals will be consolidated into a common Civil
society declaration forwarded to the WSIS organizers as a contribution to
the WSIS preparation process.
IFIP's mission is "to be the leading, truly international, apolitical
organization which encourages and assists in the development, exploitation
and application of Information Technology for the benefit of all people".
IFIP's Member societies, TCs and WGs are representative of professional
activities in the IT field at the national, regional and international
levels. Therefore, WSIS and its preparations are a unique opportunity for
the whole IFIP network to influence future developments and regulations
related to the Information society.

1. New GA and TC 10 appointments
We congratulate and welcome Dr. Renaldas Gudauskas as the IFIP GA
representative of Lithuania. Apart of his academic positions and interests,
Renaldas is a Councillor to the Prime Minister and the President of
Lithuania and is our key contact for IFIP's World IT Forum in August 2003
in Vilnius.
Following the recent TC 10 Chair elections Prof. Dr. Franz J. Rammig (DE)
entered office as TC 10 Chair on 1 February. We wish him well in his new
job. Franz holds a Chair in Informatics at "Heinz Nixdorf Institute",
University of Paderborn.The area covered is "Design of distributed embedded
real-time systems". He is also a member of the board of directors of
"Paderborn Center for Parallel Computing (PC2)", one of Europe's leading
research institutes on parallel and distributed computing, and one of two
directors of "Cooperative Computing and Communication Lab (C-LAB)", a joint
R&D institute of the University of Paderborn and Siemens AG.
This is also an occasion to thank the outgoing TC 10 Chair, Dr. Jean-Claude
Laprie (FR), and congratulate him for getting off the hook! There are,
however, other projects in which he is involved as French GA representative
and Chairman of the Organizing Committee of Congress 2004 and IFIP will
continue to rely on his great (French?) style in doing things! Who else
will pop the corks of half a dozen Moet & Chandon to treat the IFIP GA by
the pool-side ...or will take you for a sight-seeing tour with a helicopter
...or will illustrate the technological advances of his city by putting you
in the cockpit of an A-320 on the assembly line? Mais Oui!
2. Happy "Seventy", Blagovest!

Blagovest Sendov, IFIP President (1989-1992) and currently Vice-President
of the Bulgarian Parliament, who turns seventy on Friday, 8 February 2002.
Our contacts originate more than 2 decades ago. In 1982, B.S. was elected
as Vice-President and Secretary General of the Bulgarian Academy of
Sciences (BAS). That same year, the IFIP Executive Director, P.N., was
employed by BAS as specialist for international organizations. Later in
1982, B.S. was appointed as the Bulgarian IFIP GA representative. 7 years
later, in 1989, B.S., who was then BAS President and had just entered
office as IFIP President, appointed P.N. as IFIP Contracts Officer. The two
of them were involved in many avant-garde East-West and North-South
initiatives. One of these took them one day in Jan.1991 to the Kremlin, as
part of a small delegation including Robert MacNamara, Father Ted
Hesburgh, Susan Eisenhower, David McTaggart, John Sculley and a few
others, for a strategy meeting with President Gorbatchev.

We congratulate our Chinese friends and colleagues with the coming Chinese
Year of the Horse. The horse plays an important role in the mythology of
China. It is closely associated with the dragon. Both were said to be able
to fly and to carry their riders to the "home of the immortals." The
ability to fly has been associated with survival throughout all of Chinese
history. Now people wish each other well during Chinese New Year and on
birthdays by saying, "May your spirit be like the dragon and the horse!" or
"Success will come with the arrival of the horse!" Those born in the years
of the Horse have a great capacity to excel.
