The 28th Annual IEEE Conference on Local Computer Networks (LCN)

The IEEE LCN conference serves as the premier conference on leading
edge and practical computer networking. This approach stimulates a
highly interactive environment and enables an effective interchange
of results and ideas among local network researchers, developers,
and users. During the 27 years of this conference, major advancements
have been achieved in local computer networks driven by application
demands associated of the global Internet, the Web, etc. This year we
are targeting the realm of embedded networks, wireless networks,
high-speed networks, ubiquitous computing, and security as well as
management aspects surrounding them. Papers covering these areas are
explicitly sought and will be given preference. We encourage you to
submit original papers describing research results or practical
solutions.

Authors are invited to submit full or short papers for presentation
at the conference. Full papers (no more than 10 camera-ready pages)
should present novel perspectives within the general scope of the
conference. Short papers are an opportunity to present preliminary
or interim results and are limited to 2 camera-ready pages in length.
A best paper will be selected based on the quality of research and
results,
as well as on the quality of presentation by the primary author. Several
student travel scholarships may be available courtesy of the LCN
corporate
supporters. All papers must include title, complete contact information
for all authors, abstract, and keywords on the cover page. The
corresponding author must be clearly identified.

We invite papers that are about communications systems, whether imagined,
architected, built, measured, analyzed, or simulated and comprehended.
We have no preferred topics within the broad range of potential topics
from policy and operations through information coding and transmission.
Papers might be a detailed exploration of a well travelled path, or shed
light on the boundary between two or more areas. Papers might present
cross-cutting design principles, report on practice, or prove new properties
for networked systems. Papers on infrastructures or methods that enable new
research are also welcome. Topics include, but are not limited to:

Transmission Network Architecture
We invite full papers that present original, reproducible results (14 pages)
and position papers that present preliminary work rich in implications for
future research (8 pages). Both types of papers will be presented
and appear in the conference proceedings. Detailed paper submission

In addition, SIGCOMM 2003 is open to proposals for panel discussions on
timely and controversial topics. Panel proposals should include the topic
and motivation for the panel, the names of the panel chair and panelists,
and an outline of the format of the panel discussion.
NEW THIS YEAR: SIGCOMM 2003 will dramatically broaden the vision of the
annual SIGCOMM conference. We seek to expand the intellectual diversity of
the papers, modify the program to be more receptive to new ideas and
community-driven initiatives, and expand the intellectual agenda to include
papers from a broader set of topics and recognize the wider range of
methodologies that constitute data communications research. More details

We are also inviting new communities to hold workshops in conjunction with
the SIGCOMM conference and will provide them with the necessary support to

STUDENT PAPER AWARD
Papers submitted by students may be considered for a student paper award.
To be eligible, a student or group of students must be primary contributors
to the paper. Such papers should be indicated as such on the paper
submission web page.
SIGCOMM AWARD
SIGCOMM 2003 will begin with a keynote by the 2003 winner of the ACM SIGCOMM
Award for lifetime contributions to the field of computer communication.
Procedures for nominating candidates for the SIGCOMM Award can be obtained
from Karen Sollins <sollins(a)lcs.mit.edu>.
As in previous years, SIGCOMM 2003 will have a poster session and student

Dear All,
Following an application under UNESCO's Participation program IFIP was
granted 15,000 USD in support of an "IFIP-UNESCO Project to Assist the
participation of IT Professionals from Developing and Central and Eastern
European Countries in International ICT activities".
In consultation with the DCSC Chair and the IFIP Treasurer I am pleased to
inform you that a match-up sum of 15,000 EURO would be provided from DCSC
thereby making available a total amount of 30,000 EURO for the execution of
this project.
Experience shows that DC participants do not have the means to take part in
key ICT meetings and conferences mainly due to lack of travel support. Such
meetings usually outline the state-of the-art and the future development in
the field and benefit specialists who can afford the cost of travel and
participation. In order to give an chance to ICT specialists from
developing countries IFIP proposes this grant scheme to enable DC
professionals to take part in IFIP events held in industrially developed
countries and to assist and promote participation of key lecturers in IFIP
events in Africa, Latin America, Asia and Central and Eastern Europe.
The key objectives of this project are to assist the participation of
specialists and institutions from less advantaged countries in
international ICT events, initiatives and projects by providing travel
grants for IFIP conferences and supporting IFIP lecturers in developing
countries [the lecturers' local living costs should be expected by the
recipient organization]. Grant recipients and lecturers would be requested
to deliver reports after the event describing their participation and
experience and possible implications of the conference themes to research
and applications in the country and region.
The project applies for activities from 1 April to 30 November 2003. A list
of IFIP conferences for which applications could be considered is available
at http://www.ifip.or.at/cal_even.htm#act
All applications need to be submitted by the respective national GA
representative or TC Chair to the DCSC Chair, Anselmo del Moral
<adelmoral(a)eside.deusto.es> with a cc. to me at <nedkov(a)ifip.or.at>. ONLY
applications submitted by GA representatives and TC Chairs as focal points
of this scheme would be considered. GA reps and TC Chairs are kindly
requested to make this clear to their societies and working groups in
order to avoid misunderstandings.
The deadline for submission of applications is 15 February 2003. After that
date no further submissions would be taken into account. A maximum of 3
applications per country or per Technical Committee could be considered.
The maximum amount allocated for a single application should not exceed
1,000 EURO for participation within a given region and 1,500 EURO for
participation involving travel to another region.
The grants are intended to assist travel and living expenses and conference
registration fees. Eligible for this scheme are societies and individuals
from developing and Central and Eastern European Countries.
During the forthcoming IFIP Council meeting, the IFIP Developing Countries
Support Committee together with IFIP's TC Chairs, the Treasurer and the
IFIP-UNESCO Liaison Officer will review all applications and will select
according to the merits and the available funds.
All applications need to contain the following information:
1. Applicant Society or TC and priority of application from 1 to 3.
2. For what purpose is the grant requested: [i.e. which IFIP conference]
3. Additional contribution from Society (additional financial support),
Technical Committee (TC Fund) and event organizer (such as waiving of
conference fee).
4. Beneficiary; name and address of individual or organization who would
directly benefit from the grant
5. Expected result (what benefits are expected from eventual participation)
6. Bank account (with complete bank details to which the sum, if approved,
should be transferred).
The respective GA reps and TC Chairs would be informed of the approval
status soon after the IFIP Council meeting in Bilbao, 2-6 March 2002. A one
page report including financial statement and supporting receipts should be
submitted after the event.

"SELF-MANAGING SYSTEMS"
The fourteenth IFIP/IEEE International Workshop on Distributed Systems:
Operations & Management will be held October 20-22, 2003 in Heidelberg,
Germany. The workshop is sponsored by the International Federation for
Information Processing (IFIP) Working Group 6.6 on Network Management
for
Communication Networks with technical co-sponsorship by the IEEE
Communications Society, Technical Committee on Network Operations and
Management (CNOM). The Workshop location is the European Institute for
Research and Strategic Studies in Telecommunications (EURESCOM),
beautifully situated above the romantic city of Heidelberg with its
unique blend of river landscape, historic town, and hillside castle.
WORKSHOP SCOPE
The scope of this workshop will be on the operations and management of
distributed systems, networks, application software, and services and
the
impact of advanced computing and network technologies on management.
The theme of this workshop will be "Self-Managing Systems".
Recent activities in distributed processing and network management
aim at building self-managing and self-organizing computing systems and
networks whose purpose is to automate some or all of the tasks typically
carried out by an administrator or management system.
This concept takes the distributed management paradigm one step further
by providing managed resources with a very high degree of autonomy.
Self-managing systems will be able to detect failures or performance
degradations, initiate diagnostic procedures and carry out
corrective actions on their own. Their ability to discover changes in
the environment will enable Self-managing Systems to adapt and optimize
their behavior.
Self-management is particularly important for mobile systems, since
mobile
environments are highly dynamic and consist of a very large number of
managed systems. The workshop will explore infrastructures, techniques,
and
methods that can be used to design and implement such self-managing
systems, as
well as research results on other topics related to distributed
management.

WORKSHOP ORGANIZATION
The workshop is an effort to bring together people actively working in
the management area. This international workshop is the 14th in a series
of highly successful annual workshops on "Distributed Systems:
Operations
& Management (DSOM)". Recent DSOM workshops were held in Zurich (1999),
Austin (2000), Nancy (2001), and Montreal (2002).
Selection of contributions will be based on reviews of the papers
submitted. We also plan to hold a work-in-progress session where early
work will be presented.
PAPER SUBMISSION
Paper submissions must present original, unpublished research or
experiences. Late-breaking advances and work-in-progress reports from
ongoing research are also encouraged to be submitted to DSOM 2003.

Authors are requested to submit:
- Long papers (up to 12 single-spaced single-column pages) or
- Short papers describing work-in-progress (up to 2 pages)

The Proceedings of the Workshop, comprising both the accepted long and
short papers will be published by Springer Verlag in the Lecture Notes
in
Computer Science (LNCS) Series. If accepted, the camera-ready copy of
each paper will have to comply with the instructions available from the
Springer web site at http://www.springer.de/comp/lncs/authors.html.
Note that a paper does not have to follow this style for submission;
however, being aware of the LNCS requirements may help save extra work
later.
A Best Paper Award will be presented. Candidates for the award will be
identified during the regular review process; an independent awards
committee will evaluate the candidate papers together with their
presentations and select the best paper.

The 4th EURASIP Conference focused on Video/Image Processing
and Multimedia Communications (EC-VIP-MC) will be held at the
Faculty of Electrical Engineering and Computing, University
of Zagreb, Croatia, during 2-4 July 2003. The European
Association for Speech, Signal and Image Processing (EURASIP)
initiated this type of conference, in order to start a new
tradition of conferences, each devoted to a specific area of
discipline. The 2003 EURASIP Conference is the fourth biennial
conference promoted by EURASIP and organised by Faculty of
Electrical Engineering and Computing, University of Zagreb,
Croatia. The first conference was organised in Prague, Czech
Republic (1997), second in Krakow, Poland (1999), third in
Budapest Hungary (2001). The aim of the EC-VIP-MC is to promote
the interface of researchers involved in the development and
application of methods and techniques within the framework of
video/image processing and multimedia communications. The
scientific program includes keynote and invited lectures by
eminent international experts and contributed papers. Papers
accepted by two independent reviewers will be published in
Conference Proceedings available at the Conference and
abstracted in the INSPEC database.
