Subject: [IFIP] WITFOR: Commission 4 Empowerment
Importance: High
Dear All,
Re: The World Information Technology Forum and Commission 4 on
Empowerment and Participation
Since September 2001, IFIP and our Lithuanian colleagues are busy in
putting the WITFOR organization in place: At UNESCO's 31st General
Conference in (October 2001) there were consultations with a number of
national delegates, NGOs and UNESCO officials to solicit their support. In
2002, the conference organizers and hosts and IFIP centrally worked hard
to build a coalition of partners, solicit UNESCO's active engagement
including its auspices for WITFOR, produce and distribute an excellent
brochure... In December ' 02, a meeting of the Co-chairs of the 8 program
Commissions (Streams) was held in Vilnius. This launched the most important
stage of preparations of the program, themes, specific topics,
recommendations and projects of the 8 Commissions comprising WITFOR.
Commission 4 on "Empowerment and Participation" reflects WITFOR's drive,
objectives and efforts. For this commission we have put together an
alliance of partners -- representatives of the United Nations Educational,
Scientific and Cultural Organization (UNESCO), the International Science
Council (ICSU), the NGO-UNESCO Liaison Committee and its Commission on New
Technologies, and the International Federation for Information Processing
(IFIP) -- whose mandate, representation and recognition makes it
indispensable for getting across policy statements, recommendations and
projects of major professional and societal significance and impact. The
partners in this alliance have the past experience of close interactions on
which we intend to build for further results.
We have structured our work in a way allowing coordinators of specific
projects to develop their part on the basis of their organization's
experience and also accounting for the input of other members and the ICT
community. To augment this activity and the finalized Commission report we
intend to organize a panel during WITFOR with the participation of 4
distinguished personalities whose experience and wisdom transcend the
boundaries of leading national and international institutions.
This is just the tip of the concept. For the fine print and who are the
members and distinguished panelists click on http://www.ifip.or.at/comm4.htm
.
With this introduction may I invite you to visit the WITFOR website and the
brand new site of Commission 4 on Empowerment and Participation at
http://www.ifip.or.at/comm4.htm . The link to WITFOR gives you access
to the broader picture and the scope of activities of all 8 commissions.
We hope you would contribute to the work of Commission 4 with your
comments, ideas, recommendations via our online Forum or by writing
directly to the project coordinators and the Commission co-chairs. We hope
you would also contribute to the work of the other commissions.
The commission 4 website is shiningly new and I count on your tolerance for
any errors or omissions.
We look forward to your contributions and participation.
Greetings,

CALL FOR PAPERS
JOURNAL OF NETWORK AND SYSTEMS MANAGEMENT
http://www.cstp.umkc.edu/jnsm/
Special Issue on Distributed Management
The recent rapid increase in the complexity of networks is
mainly due to the expanded range of network devices and systems,
multiple inter-connected networking technologies, and intricate
services such as Virtual Private Networks (VPNs) and Voice over
IP (VoIP). The intricacies in the services have been supported
by increased capabilities in network elements and have compounded
the difficulties in maintaining Service Level Agreements (SLAs).
The increased complexity in networks poses tremendous challenges
for management in terms of functionality, the amount of data to
be processed, and the types of data. It is envisioned that
distributed management will play a strong role in managing
complex networks where the distribution of the various aspects
of management such as monitoring, configuration, provisioning,
accounting, billing, fault, and performance becomes imperative
for greater reliability, scalability and efficiency. This
special issue is intended to present the crucial issues and
efficient solutions in the distributed management of current
and future networks.
The focus of this special issue will include the following
topics:
· Distributed Management Architectures
· Distributed Management of Service Level Agreements and
Quality of Service
· Distributed IP Traffic Management
· Distributed Management for Intra and Inter-domain
Bandwidth Brokerage
· Distributed Management of IP Services such as VPN and
Voice Over IP
· Distributed Management of Mobile Systems and Wireless
Networks
· Distributed Management of IP Over SONET/SDH, WDM,
and CATV
· Distributed Charging and Accounting for IP Services
· Distributed Fault, Performance, and Security Management
· Distributed Configuration and Policy-based Management
· Directory, Web, and XML technologies in Distributed
Management
· Frameworks for developing Distributed Management
Applications
· Scalability, Reliability, and Performance Issues in
Distributed Management
· Case Studies of Distributed Management Systems
· Experiences with Commercial Distributed Management Systems

Subject: Netcon 2003 dates changes!!
Dear Augusto
Due to location arrangements at our University we are now forced to change
the dates of NETCON to 13-15 October instead of 15-17 October.
I hope this will not cause any inconveniences. Please note that the meeting
of TC6 can be the same or we may have to change to fit the new schedule in
our next meeting at Budapest.
I am attaching the first call for papers and tutorials for your info.
Regards
Dr. Ahmed Al-Naamany
Augusto,
Forme both alternatives are equally acceptable, as I said in a previous
message.
Best regards
Ramon

My preference would be for October 11 & 12.
(October 16 & 17 would probably be OK but the earlier dates are better, so
far as I can predict art the moment.)

Subject: RE: [ifip-tc6] FW: Netcon 2003 dates changes!!
Dear TC6 members,
I feel that Otto Spaniol is right on his suggestion to change the TC6
meeting dates in Oman. Although I usually do not like to move the meeting
dates after they are agreed, I think that in this case it is justified and
we still have time to try to do it.
Also I agree that the two options indicated by Otto are the possible ones.
So let me try to find a solution to this issue with your help.
Plase indicate your option (Oct 11+12/ Oct 16+17) or if you have a different
opinion from mine and Otto's please tell.
I thank that your mails are sent to the TC6 list and let us fix Friday next
week (24/1) as the deadline for your mails.
Best regards
Augusto

The origional schedule of the TC6 meeting was Oct. 18+19, i.e. after the
original dates
of NETCON.
Since these dates have been changed now, the meeting dates appear to be
inconvenient
and a rescheduling in Budapest seems to be too late.
(Of course we could have two days for sightseeing in Oman after the
conference
but October is a very packed month and therefore this "solution" which would
keep the old dates appear to be questionable).
To my opinion, we have two more suitable possibilities for the meeting:
a. Sat. + Sun. before the conference, i.e. Oct. 11 + 12
b. Thu. + Fri. after the conference, i.e. Oct. 16 + 17.
I think that we should do an electronic mail voting for that with a
decision well before the Budapest meeting.
Augusto, do you agree? If yes, would you start this discussion.
Best regards
Otto

ADVANCED COMMUNICATIONS AND MULTIMEDIA SECURITY
edited by Borka Jerman-Blazic, Institut Jozef Stefan, Ljubljana, Slovenia
Tomaz Klobucar, Institut Jozef Stefan, Ljubljana, Slovenia
Security, trust and confidence can certainly be considered as the most
important parts of the Information Society. Being protected when working,
learning, shopping or doing any kind of e-commerce is of great value to
citizens, students, business people, employees and employers. Commercial
companies and their clients want to do business over the Internet in a
secure way; business managers when having meetings by videoconferencing
tools require the exchanged information to be protected; the publishing
industry is concerned with the protection of copyright; hospital patients
have a right to privacy; etc. There is no area in the Information Society
that can proliferate without extensive use of services that provide
satisfactory protection and privacy of data or personality.
Advanced Communications and Multimedia Security presents a
state-of-the-art review of current perspectives as well as the latest
developments in the area of communications and multimedia security. It
examines requirements, issues and solutions pertinent to securing
information networks, and identifies future security-related research
challenges. A wide spectrum of topics is discussed, including:
Applied cryptography;
Biometry;
Communication systems security;
Applications security; Mobile security;
Distributed systems security;
Digital watermarking and digital signatures.
This volume comprises the proceedings of the sixth Joint Working
Conference on Communications and Multimedia Security (CMS'02), which was
sponsored by the International Federation for Information Processing
(IFIP) and held in September 2002 in Portoroz, Slovenia. It constitutes
essential reading for information security specialists, researchers and
professionals working in the area of computer science and communication
systems.
