Liebe Lehrende,

am Mittwoch (01.09.21) haben sich die Studiendekan*innen zu einer Sondersitzung getroffen, um vor dem Hintergrund der neuen Verordnungen das Lehrkonzept für das Wintersemester zu besprechen.

Zunächst einmal bleibt es in dieser Prüfungsphase bis zum Vorlesungsstart am 11.10.2021 bei den am 02.09.2021 durch den Krisenstab veröffentlichen Regelungen und Empfehlungen.

Regelungen und Empfehlungen für das Wintersemester

Ab dem Wintersemester ist der Präsenzbetrieb prinzipiell wieder erlaubt.

Auf Basis der derzeit bekannten Regelungen können Präsenzveranstaltungen mit folgenden Regelungen und Empfehlungen geplant werden:

· Es müssen bei allen Lehrveranstaltungen alle Teilnehmer*innen beim Zutritt zu den Räumen auf Einhaltung der 3G-Regel kontrolliert werden. Wer weder geimpft noch genesen noch getestet ist, darf an der Veranstaltung in Präsenz nicht teilnehmen. Im Konfliktfall ist die Hochschulwache (+49 241 80 94250 oder 113 innerhalb der RWTH Aachen) einzuschalten. Die Lehrenden sind für die Einhaltung der 3G-Regeln im Veranstaltungsraum verantwortlich und natürlich gelten diese Regeln auch für sie selbst. Wir empfehlen den Einsatz von studentischen Hilfskräften für die 3G-Prüfung an den Türen. Die ZHV prüft aktuell, ob eine optische Kennzeichnung der Bluecard angeboten werden kann, damit die Kontrollzeiten verkürzt werden können. Für die Einhaltung der Abstandsregeln und der Maskenpflicht auf den Fluren der zentralen Hörsaalgebäude werden wir zentral wieder Corona Guides einstellen.

· Die bislang erforderliche Dokumentation der Teilnehmenden ist nicht mehr erforderlich.

· Zudem entfällt im Veranstaltungsraum die Pflicht zur Einhaltung der Mindestabstände am Sitzplatz. Am Sitzplatz dürfen die Studierenden ihre Masken ablegen. Dennoch empfehlen wir dringend, Veranstaltungsräume maximal im Schachbrettmuster zu belegen und auch während der Veranstaltung Masken zu tragen.

Bitte beachten Sie bei Ihren Planungen, dass sich - insbesondere auf Grund eines veränderten Infektionsgeschehens - die Regelungen und Empfehlungen kurzfristig ändern können. So hat sich das Wissenschaftsministerium u.a. die Möglichkeit vorbehalten, im Wintersemester ein erhöhtes Infektionsgeschehen feststellen zu können und in der Folge die umgehende Umwandlung von Präsenzveranstaltungen in digitale Formate anzuordnen.

Der Krisenstab wird bei Änderungen zu den Regelungen und Empfehlungen frühestmöglich informieren.

Die RWTH empfiehlt daher nachdrücklich, alle Veranstaltungen mit einer Teilnehmendenzahl von über 200 von Beginn an digital durchzuführen. Da im Wintersemester eine Kombination von Präsenzangeboten und digitalen Formaten durchgeführt werden wird, müssen die digitalen Formate das ganze Semester über vorgehalten werden, da aufgrund der Wegezeiten nicht davon ausgegangen werden kann, dass die digitalen Formate von den Studierenden während des Veranstaltungsslots besucht werden können.

Die Durchführung hybrider Lehrveranstaltungen, bei denen ein Teil der Studierenden im Veranstaltungsraum und ein anderer Teil per Videokonferenz teilnimmt, ist möglich. Die Studierenden können sich dann jedoch jederzeit frei für die Teilnahme an der Präsenzveranstaltung oder dem Online-Format entscheiden. Empfehlungen zur technischen Durchführung werden aktuell vorbereitet.

Rechtlich ist auch eine höhere Teilnehmerzahl als 200 Personen zulässig. Die Erfahrungen aus den letzten drei Semestern haben uns jedoch gezeigt, dass wir unabhängig vom Infektionsgeschehen dauerhaft digitale Lehrformate gerade in großen Lehrveranstaltungen einsetzen möchten. Hinzu kommt der organisatorische und zeitliche Aufwand bei der Zugangskontrolle, der die Durchführung von großen Lehrveranstaltungen in Präsenz derzeit leider erschwert. Wir haben uns mit den Vertreter*innen aller Fakultäten darauf verständigt, so viel Präsenz wie möglich anzubieten, um insbesondere die soziale Integration der Studierenden zu fördern, aber andererseits auch verantwortungsvoll mit der pandemischen Situation umzugehen.

Die o. g. Regeln werden voraussichtlich auch für Laborpraktika, Exkursionen und studentische Arbeitsplätze gelten. Für Laborpraktika und Exkursionen sind zwischenzeitlich keine Genehmigungen durch den Krisenstab mehr erforderlich. Hygienekonzepte bzw. Gefährdungsbeurteilungen sind weiterhin in Abstimmung mit der Stabsstelle für Arbeits- und Strahlenschutz zu erstellen.

Für die Medizin können abweichende Regelungen gelten, die vom Dekanat beschlossen werden.

Technische Umsetzung

Am 8. September werden alle Lehrveranstaltungstermine aus carpe diem! nach RWTHonline zurückgeschrieben, die dann am 15. September durch die Fakultäten veröffentlicht werden. Die RWTH empfiehlt, Kleingruppen in Präsenz durchzuführen. Daher werden alle zentral geplanten Termine, mit Raumressourcen, welche eine Kapazität von bis zu 50 Sitzplätzen haben, zurückgeschrieben. In diesen Veranstaltungen müssen in der Regel keine Mindestabstände eingehalten werden. Sofern Sie online-Formate für solche Veranstaltungen planen, werden Sie gebeten, die Raumbuchung wieder zu stornieren.

Für alle anderen Veranstaltungen erfolgt eine Rückschreibung der Lehrveranstaltungstermine ohne Raumressourcen. Alle weiteren Hörsäle werden im Anschluss an die Rückschreibung für Buchungsanfragen freigegeben. Über die detaillierten Anfrage- und Buchungsablauf werden wir Sie im Zuge der Rückschreibung informieren.

Alle Räume ab einer Kapazität von 51 Sitzplätzen werden vor Vorlesungsbeginn im Schachbrettmuster gekennzeichnet, so dass die Teilnehmer*innen nicht zu eng nebeneinandersitzen. Dadurch sinkt die Kapazität des Hörsaals auf die Hälfte.

Hinweise zu Prüfungen im Wintersemester

Prüfungen können im Wintersemester weiterhin auch als Online-Fernprüfung mit Dynexite abgelegt werden. Um je nach Pandemieentwicklung einen kurzfristigen Wechsel von einer Präsenz- zu einer Fernprüfung zu ermöglichen, sind alle Prüfungen bis Mitte des Semesters zusätzlich im Online-Prüfungssystem Dynexite als elektronisches Backup anzulegen. Bitte informieren Sie sich rechtzeitig beim Team des CLS, um eine entsprechende Einführung und Unterstützung zu erhalten, falls Sie noch keine Erfahrung mit dem System haben. Temp-moodle wird im Wintersemester als Plattform nicht zur Verfügung stehen.

Dear Instructors,

On Wednesday (September 1, 2021), the Deans of Academic Affairs met in a special session to discuss the teaching concept for the winter semester in light of the new ordinances and regulations.

For the time being, the regulations and recommendations published by the Crisis Management Team on September 2, 2021, will remain in force for the remainder of this exam period and until the start of the lecture period on October 11, 2021.

Regulations and Recommendations for the Winter Semester

In the upcoming winter semester, all face-to-face teaching activities will, in principle, be permitted again.

On the basis of the currently known regulations, in-person courses can be planned in compliance with the following regulations and recommendations:

· All participants of all in-person courses must be checked for compliance with the so-called 3G regulations when entering their classrooms or lecture halls. Individuals who are neither fully vaccinated nor have recovered from Covid-19 nor have been tested are not allowed to participate in any face-to-face courses. Should a conflict arise, please contact University Security (+49 241 80 94250 or 113 from campus). Instructors are responsible for verifying that the 3G regulations are observed in their classrooms, and, of course, these same rules also apply to them. We encourage you to use student assistants for the 3G compliance checks at the doors. Central University Administration (ZHV) is currently examining whether a visual marking of the Bluecard can be offered so that the checks can be accomplished more quickly. To help encourage students to comply with distance regulations and the mask obligation on the corridors of central lecture hall buildings we will once again hire designated Corona Guides.

· You will no longer need to keep a record of course participants.

· The obligation to maintain minimum distances between seats in classrooms also no longer applies. When seated, students may remove their masks. Nevertheless, we strongly recommend that seats in classrooms or lecture halls be occupied in a checkerboard pattern and that masks be worn during class.

As you are planning for your courses, please keep in mind that regulations and recommendations may change at short notice, in particular due to changes in the rates of infection. For example, the Ministry of Science has reserved the right to address increased rates of infections in the winter semester by ordering the immediate conversion of face-to-face courses into virtual formats.

The Crisis Management Team will let you know about any changes to the regulations and recommendations as quickly as possible.

RWTH strongly recommends that all courses with more than 200 participants be held as online courses from the beginning. Since a combination of face-to-face and online courses will be offered in the winter semester, online options must be offered throughout the semester since it cannot be assumed that students will be able to attend the online course during the scheduled time slot. They might need more time to move around campus between classes or get home.

It is possible to hold hybrid courses in which one group of students participates in the classroom and the other via video conference. However, the students can then choose freely between attending the course in person or online each time for the rest of the semester. We are currently preparing recommendations for technically implementing this hybrid option.

Legally, a higher number of participants than 200 is also permissible. However, the experiences of the last three semesters have shown us that we would like to use virtual teaching formats permanently, especially in large courses, irrespective of the rates of infection. In addition, we must consider the organizational effort and time it takes to check for students’ compliance with the 3G regulations as they enter their classrooms or lecture halls, which unfortunately makes it difficult to hold large courses on-site at the moment. We have agreed with the representatives of all faculties to offer as much in-person teaching and learning as possible, especially to promote social interaction and integration among the students, but we must also address the ever-evolving pandemic in a responsible manner.

The above rules will likely apply to lab courses, excursions, and student workplaces as well. In the meantime, special approvals by the Crisis Management Team are no longer required for lab courses and excursions. Hygiene concepts and risk assessments must continue to be drawn up in coordination with the Occupational Safety and Radiation Protection Staff Unit.

Different regulations may apply for students of the Faculty of Medicine. The Dean's Office is responsible for deciding on these regulations.

Technical Implementation

On September 8, all course dates from carpe diem! will be transferred back to RWTHonline. The faculties will then publish them on September 15. RWTH recommends that courses with few students be conducted in person. Therefore, all centrally scheduled courses allocated rooms of up to 50 seat capacity are being reposted. Minimum distances must generally not be maintained in these courses. If you are planning online formats for such courses, we ask you to cancel the room booking again.

For all other courses, the course dates will be reposted without room allocations. All other lecture halls will be released for booking inquiries once the transfer process has been completed. We will tell you more about the booking procedures, including requests for rooms, as we continue the transfer.

All rooms with a capacity of 51 seats or more will be physically marked in a checkerboard pattern before the lecture period starts so that participants will not sit too close to one another. This reduces the capacity of the lecture halls to half their normal size.

Information on Exams in the Winter Semester

In the upcoming winter semester, exams can continue to be taken as online exams using Dynexite. In order to facilitate a quick changeover from face-to-face to online exams should the trajectory of the pandemic require it, we ask you to enter all exams in the Dynexite online exam system so you will already have an electronic backup should the need arise. This must be accomplished by the middle of the semester at the latest. Please get in touch with the CLS team in good time to receive an introduction to Dynexite or get support with any particular issues if you do not have any experience with the system. Temp-moodle will not be available as a platform in the winter semester.
