Subject: Complimentary registration at WITFOR 2003, Vilnius, Lithuania,
26-29 August
Dear Colleagues,
So far there are representatives from 46 countries have registered for
WITFOR out of which only 19 are
from IFIP member countries. Our aim is to get participants from at least
100 countries.
The goal of WITFOR is to prepare and help implement information development
strategies and projects in the developing countries. This unique visioning
conference will convene leading thinkers from around the world to discuss
information and communication technology as a transforming force and to
explore the possibilities, promises, and perils of our networked world. It
is targeted to politicians and senior officials responsible for information
development from both the developing and industrialized nations,
representatives of non-governmental organizations, representatives of
inter-governmental organizations, and business leaders. Governments of all
countries in the world have been invited to send their delegations to WITFOR.
As it can be noticed from www.witfor.lt, WITFOR is two and a half day
meeting where eight commissions will be preparing proposals in different
areas concerning information society. The final document will be the
Vilnius Declaration aiming at advising governments on strategies for the
use of ICT.
WITFOR is an unique initiative by IFIP and we would like to be a part of it.
Visit www.witfor.lt and register now.
With best regards
Peter Bollerslev
Chairman, Steering Committee, WITFOR 2003
Dear all,
Prof. Guenter Haring (rodo(a)ani.univie.ac.at) has been nominated the new
Austrian representative in TC6.
At this stage I would like to thank all the collaboration that Reinhard
Posch has given to TC6 and I am sure that he will continue collaborating
with IFIP.
Best regards
Augusto Casaca
Dear TC members,
I forward you again this mail from Dipak, reminding you that all events that
wish to apply for DCSC grants must report to me until August 8th.

Full-papers will be carefully evaluated by at least three referees.
Evaluation criteria include relevance, originality, validity and importance
of the described results. Accepted papers will be published in the
conference proceedings and must be presented at the conference by one of the
authors.
When considering traveling and extra-conference activities, Salvador
outstands as a secure, beautiful, friendly and touristy city (more than 2
million tourists by year). Among other attractions, there are more than 40
km of all-year sunny beaches, well preserved historical monuments, the best
and well-known five-stars hotels of the world and many options for flight
connections from Europe, US and other Brazilian cities (Rio, São Paulo,
Iguaçu Falls, ...). So, the idea is to associate a mix of very serious and
high-level technical work with a very pleasant stay.

CALL FOR PAPERS
IEEE Journal on Selected Areas in Communications
ADVANCES IN METROPOLITAN OPTICAL NETWORKS
(ARCHITECTURES AND CONTROL)
Metro optical networking (MON) is a topic of intense research, development,
and economic activity. Metro networks include access networks, collector
networks, and metro core networks. In practice, there is a large gap
between the vision of agile, high capacity, and low cost metro optical
networks and the practical operational reality in terms of existing
infrastructures deployed by Carriers. There is a strong imperative for
modernization and expansion of metro optical networks driven by the need
to extend broadband connectivity to end-users irrespective of the present
adverse economic situation afflicting the telecommunications sector.
This can be accomplished by augmenting capacity, but more importantly
by introducing new technologies with strong performance/price benefits
that can support emerging broadband data services in a scalable and
cost effective manner, such as Virtual Private Networks (VPN), Voice over IP
(VoIP), and Virtual Leased Lines (VLLs) among others. A number of new
solutions have been proposed to enable the deployment of simple,
cost-effective, and bandwidth efficient metro optical networks. Some of
these solutions are geared towards enhancing and adapting existing SONET/SDH
ring technologies, while others are designed specifically to compete
against SONET/SDH.
This issue of JSAC aims to explore and map out recent advances in metro
optical networks. Authors are invited to submit original papers relating
to any aspect of metro optical networking. The list of topics includes,
but is not limited to, the following:
-Metro optical network architectures
-Enabling technologies for metro optical networks
-Operations, administration, and management
-Resource management in metro optical networks
-Protection, restoration, and general survivability issues
-Control plane technologies for metro optical networks (including
routing, signaling, link management, UNI, NNI, ASON, GMPLS, and software
architectures)
-Metro optical access networks
-Metro optical collector networks
-Metro optical core networks
-Services and business drivers for metro optical networks
-Economics of metro optical networks
-IP over optical (IPO) issues in MONs (including IP/optical integration
and control coordination issues)
-Traffic engineering and performance optimization of metro optical networks
-Impairment aware routing in metro optical networks
All submissions should be in electronic format using either PDF or PS
files. Authors may submit their papers to any of the Guest Editors listed
below. The following timetable shall apply:
Manuscript Submissions: August 15, 2003 (strictly enforced)
Notification of Acceptance: January 1, 2004
Final Manuscript Due: April 1, 2004
