Licensing for COMPASS toolset
Dear Sir/Madam, With reference to the subject matter cited above I wouldliek to bring to your kind notice that we are a Central Govt. PSU, Govt. of India organization working in the field of Avionics and Aerospace Electronics & Systems for Civil Aviation. Sir/Madam, we have a Case Study wherein an important Avionics system which can perform the autopilot functionality has been modeled using Simulink and needs to analysed for Safety constraints and these things can be done seamlesely using COMPASS tool set. In this regard, I request your goodself to kindly look into this matter and do the needful in this reagrd and kindly arrange for a license along with the executables to install and run the COMPASS toolset. Please do the needful at the earliest and do kindly oblige. Thanking you, Regards, Kushal K S Ph No. +91-9731717210, 9986545188 Senior Project Fellow, CSIR-National Aerospace Laboratories, Bengaluru 560017.
Dear Kushal, Since your Company is based outside of the ESA member states, an approval from a specific technology transfer department of ESA would be required. According to our contact point in ESA, currently this process appears to be somewhat complex, and with low chances of success. It appears that recently, ESA has become more strict about allowing exploitation outside the ESA member states. One can try to make the case why it should be in the interest of ESA to exploit outside in this specific case, but is it not clear whether we may have convincing arguments to put forward. Still, if you want to try this way, we can assist you in the preparation of the request, which has to be submitted through our contact point in ESA. In the longer term, we are exploring with ESA the possibility to change the licensing terms for non-member states. We will let you know if we have news in this direction. As a possible alternative, you may consider using the COMPASS back-end tools directly (FBK and RWTH, part of the COMPASS Consortium, are the copyright holders of these tools). I noticed that we have recently received a request for licensing of FBK tools from your Lab - the request is currently being processed by your Administration - perhaps you are already aware of this. I hope this helps.
