I can't help you with choplist but I would suggest to replace it with something like a perl script feeding the needed amount of addresses to your MTA (probably sendmail?). To fix choplist aka flist aka multigram is certainly much more time consuming than to write a replacement script. Someone who wrote such a script for qmail in 1997 reported a tenfold speed increase.
