choplist doesn't pay attention to $maxnames?

We have a weekly newsletter that is sent to about 700,000 readers. Although we have set the `maxnames' parameter in rc.init to 100, choplist is dividing the list into batches of about 5,000 addresses each. So far, I have been unable to extract the inner truth of choplist from multigram.c.
