They all use Eudora (various recent versions) on Windows and I have confirmed that their messages are being sent with the format=flowed Content-type.
It appears the problem arose by some obscure interaction with a perl advertisement-stripper that touched the posts. I'm not entirely sure what was causing the problems for the windows version of Eudora but modifying the perl script seems to have corrected things for the Eudora users.
