choplist?

What is the current status of choplist? It is mentioned in the manuals, but none of the distributions I've seen (one RPM of 3.13, the 3.15 tarball from procmail.org, and a 3.10 tarball from a mirror) seem to contain this tool. I saw something in the HISTORY file for 3.12 [choplist wasn't counting addresses correctly], but all the documentation seems to make reference to it. Should I just use sendmail, or is there a current version of choplist?
