Werner -- This, or something similar, was discussed a while back, if I recall correctly. The conclusion was that such a control would invite abuse such as forged emails and dummy accounts, and that if at all possible an administrative solution (e.g. stuffing a sock in big mouth) would be preferable to a technological band-aid.
