1) You can forward it (possibly quoted) to the list. This of course assumes that you are on the accept list yourself. It has the advantage that list members get aware that the original sender is not on the list; when replying, they hopefully do not refer to topics recently discussed on the list (of which the sender of the forwarded message probably has no idea), nor disclose internal information (depending on the nature of your list). 2) Have a look at http://www.ha-schneider.de/software/smartlist/ The stuff you are looking for is right at the top.
