Translate subscribe/unsubscribe and other files.

Hi, im from bulgaria and i want to translate my subscribe.txt and unsubscribe.txt files to bulgarian, but the default charset of mails is not UTF-8 and i cant see the translation, where i can find the default charset of smartlist to set up to UTF-8? Thanks
