I'm afraid I can't tell you whether you're eligible or not. You need to contact the International Office. You'll find all contact information on http://www.rwth-aachen.de/zentral/dez2_english_leitseit1.htm They can tell you what requirements you need to fulfill and how application works.

For as little as I can tell you: the general language of instruction at the Department of English is English, but not at other departments (as most problably you need to choose an additional subject). This is also the reason why there are requirements on the knowledge of German. As far as I know you need to have a special certificate stating that you know enough German to f! ollow courses. But for more precise information, please contact the International Office.
