Guy, I like the proposal that you and Lyman drafted. Two points: 1) "assessment of the student's genuine financial need" is mentioned. Would it make sense to ask the student also for a statement of financial need? Or should we assume that all students are needy? 2) To pick a nit, "programme" could be spelled "program".
